    This article explores the roots of industrial relations policy under the French Fifth Republic. Challenged by radical unions, employers and the right formulated a common consensus‐minded response.     France is perhaps the only country in the Western world which because of the predominance of class-struggle unionism has not developed a system of mutually binding collective bargaining.
