  • An Economic Theory of Political Action in a Democracy

    Anthony Downs, Anthony J Downs•CHAPTER•Political Economy : Readings in…•2021

The benefits of possessing political power seem so great that it is difficult to understand why, in a democracy such as our own, so few voters take the trouble to exercise their power at the polls. Hence ignorance of politics is not a result of unpatriotic apathy; rather it is a highly rational response to the facts of political life in a large democracy. In spite of the tremendous importance of government decisions in every phase of economic lif…

  • Smart Growth: Why We Discuss It More than We Do It

Anthony Downs, Anthony J Downs•ARTICLE•Journal of the American Planning…•2005

The Smart Growth vision has a strong intellectual and emotional appeal, compared to more sprawl. However, though some places follow Smart Growth policies, they are outnumbered by those where such policies are commonly discussed but rarely practiced effectively. Why is this the case? Successful implementation requires adopting policies that give up long-established traditions, including local home rule and low-density living patterns. These interm…

  • Some realities about sprawl and urban decline

    Anthony Downs, Anthony J Downs•ARTICLE•Housing Policy Debate•1999

Many urban analysts believe suburban sprawl has become an important issue because it helps generate two types of problems: growth‐related difficulties like rising traffic congestion, and high concentrations of poor minority households in core‐area neighborhoods. However, a careful regression analysis of measures of both sprawl and urban decline shows no statistically significant relation between these two conditions. The basic nature of the Ameri…

  • Political Theory and Public Choice: The Selected Essays of Anthony Downs Volume One

Anthony Downs, Anthony J Downs•BOOK•Political Theory and Public Choice•1998

In this collection, Anthony Downs shows how a rational analyst can apply common sense and the lessons of practical experience to the most fundamental and difficult aspects of the political theory of democracy. Written in easily accessible language, Downs’ analysis of political behaviour in a democracy and specifically the public choice view is applied to many aspects of democratic politics including cycles of political attention to specific issue…

  • Energy Costs, Urban Development and Housing

Anthony H Pascal, Anthony Downs et al.•ARTICLE•Journal of Policy Analysis and…•1984

Six revised and edited papers from a conference held by the Brookings Institute in 1981 assess the effects of higher energy costs on various aspects of urban development and housing, including industrial location and regional development. Comments and discussion from public-agency participants follow each of the papers. Following an introductory summary of the policy findings and the conference papers, the six papers are: Home Energy Costs and th…

  • The Coming Crunch in Rental Housing

    Open Access•Anthony Downs, Anthony J Downs•ARTICLE•The Annals of the American…•1983•Cited by: 3

Is there a rental housing shortage? Not yet, but one may arise soon—especially in fast-growth areas. Rental housing still accommodates over one-third of all U.S. households, with eight out of nine rental units provided by private owners. Yet recent moves of many better-off households to homeownership have shifted the composition of renters toward higher fractions of the poor. Residential rents have lagged behind living costs for 20 years. Even so…

Katharine Bradbury, Katharine L Bradbury et al.•ARTICLE•Journal of Urban Affairs•1981

The causes of urban decline and urban development have been much discussed. Seldom, however, have systematic efforts been made to codify causes and assess their relative importance. This paper helps move in that direction by listing 40 theories of urban decline (or conversely urban development). The theories are based on a review of a range of literature and are presented here as propositions. Elsewhere we are testing their relative importance

  • Why The Government Budget Is Too Small in a Democracy

    Open Access•Anthony Downs, Anthony J Downs•ARTICLE•World Politics•1960•Cited by: 99•References: 3

In a democratic society, the division of resources between the public and private sectors is roughly determined by the desires of the electorate. But because it is such a complex and time-consuming task to acquire adequate political information, the electorate is chronically ignorant of the costs and benefits of many actual and potential government policies. It is my belief that this ignorance causes governments to enact budgets smaller than the …

T HE GLAMOROUS capabilities of computerized information appear so dazzling that no major city planning proposal is considered respectable unless it contains at least one section on EDP, ADP, or an urban data bank. Nevertheless, automated data systems are still regarded with uncertainty and uneasiness by many key urban decision-makers. How can anyone even a trained data technicianjudge whether these systems are really worth the huge costs involved…

    Anthony Downs, Anthony J Downs•BOOK•1967

Bureaus are among the most important institutions in every part of the world. Not only do they provide employment for a very significant fraction of the world's population, but they also make critical decisions that shape the economic, educational, political, social, moral, and even religious lives of nearly everyone on earth. This book develops a useful theory of bureaucratic decision making. The theory will enable analysts to predict at least s…

  • Ökonomische Theorie der Demokratie

Anthony Downs, Anthony J Downs et al.•BOOK•Ökonomische Theorie der Demokratie•1968

It was Anthony Downs objective to create a model dealing with voter and government behavior. In order to do so, he established goals which governments, parties and lobbyists as well as the voters can pursue. To motivate all those concerned, he introduced the self-interest axiom and called for rationality in order to attain these goals
