This article argues that the status of women continues to be a major issue in the ongoing culture wars over morality politics. While more scholarly and media attention has focused on abortion and gay marriage, since the 1970s the Democratic and Republican Parties have also taken divergent positions on the status of women. The American states have pursued several different approaches to create jobs and foster economic development, including reducing the social cost of labor. I show that state labor costs are markedly lower in 1995 than in 1970, based on a factor analysis of wages and state regulations affecting unions and the cost of labor. Under what circumstances do citizens in a democracy influence their leaders? This paper uses an index of citizen-leader agreement on community problems to examine the effects of political factors on linkage.
