  • Treatment foster care programs: A review of evaluation research and suggested directions

    Since 1970 treatment foster care (TFC) programs have been developing as a service for children and youths in Canada, the United Kingdom, and the United States. Findings of 11 evaluation studies from these countries show that TFC programs successfully served youths experiencing serious problems in living. A survey of 705 faculty members produced 365 us able responses.     The victim offender reconciliation (VORP) concept originated in Ontario in 1973; subsequently program applications have occurred in other parts of Canada, the United States, England, and the Federal Republic of Germany.
