What shapes inter- and intra-sectoral career transfer patterns of interest group leaders
The study draws on original biographical data for 267 individuals in leadership positions in Norwegian interest groups and identifies 400 career transfer events. Distinguishing between intra-sectoral transfers within the education domain and inter-sectoral transfers across policy domains, the study shows that, within the observed population of interest group leaders, leaders with prior experience in policymaking environments, including state orga…
Identity (re)-formation during transformative reorganisation processes
The article analyses identity (re-)formation during major transformative re-organisation processes, namely mergers that involve significant organisational restructuring. These processes bring into focus power asymmetries, latent tensions and taken-for-granted assumptions, thus potentially invoking substantial identity (re-)formation. The study takes a point of departure in classic and newer organisational theories that conceptualise identity and …
The Emergence and Development of a Regime Complex Through Policy Transfer
Regional organisations (ROs) that overlap in membership and mandates are known as regime complexes. To explore how a regime complex in higher education emerged and developed in Eurasia, we trace membership and policy transfer between ROs in the area from 1991 until 2023. Our study provides an empirical contribution by shedding light on the under-researched subject of ROs in this area, as well as a theoretical contribution by demonstrating how the…
Who you gonna call … when developing a flagship initiative in an area of limited EU competence? A resource exchange perspective on the development of the European Universities Initiative (EUI)
Non-Participant Observations in Experience-Based Codesign
Previous reviews of experience-based codesign (EBCD) projects have shown non-participant observations (NPOs) are omitted or unreported in the majority of studies, despite academics' insistence of their value. We undertook Stage 1 of an EBCD project using a Case Study Research approach to organise the inquiry. NPOs were used as the first object (frame of analysis) of the case subject, exploring and understanding the experience of users and provide…
Higher education policy dynamics in turbulent times – access to higher education for refugees in Europe
Apart from teaching, research and service to society, since 2015 higher education systems and institutions in Europe have faced an additional expectation – to respond to the largely unexpected yet nevertheless growing demand for higher education by refugees. This study explores system and organizational level responses to such environmental pressures in Germany and Flanders, both affluent systems, but different in terms of size, attractiveness as…
Still the main show in town? Assessing political saliency of the Bologna Process across time and space
Numerous studies focused on the linkages between the Bologna Process and system – as well as organizational-level changes – implying significance of the process for higher education policy dynamics. However, what has been lacking is a closer examination of the political importance of Bologna for the different actors involved and whether this varies over time, space and types of actors. The present study investigates the changes in the size and ra…
Stakeholder organizations in the European higher education area
The study focuses on multi-level and multi-actor characteristics of European governance, concentrating on six European stakeholder organizations in the area of higher education (HE) and research. It analyses how policy positions change over time and how such changes can be accounted for, juxtaposing (1) environmental influence linked to structuration of the European HE policy arena as an organizational field and (2) internal organizational dynami…
Higher education governance and policy
This thematic issue introduces the multifaceted nature of contemporary public policy – its multi-level, multi-actor and multi-issue features – using the case of higher education policies from around the world. To do so, this introduction first describes how higher education as a policy sector should be garnering far more attention from scholars interested in political, economic and social transformation. A framework for identifying and accounting…
Europeanization, Policy Transfer or Domestic Opportunity? Comparison of European Impact in Higher Education Policy
The study conceptualizes three distinct functions European initiatives have in national policy changes: providing a model (Europeanization), providing a communication platform (policy transfer) or providing a legitimizing label (enabling opportunism of domestic policy entrepreneurs). Building on the example of higher education policy changes in four European countries – Belgium/Flanders, Croatia, the Netherlands and Serbia ‒ the study demonstrate…

Bologna reform in higher education in Serbia
This paper provides analysis on how teachers and students of four universities in Serbia (Belgrade, Novi Sad, Nis, and Kragujevac) perceive problems with efficiency of studying, with respect to the new, 'Bologna' organisation of studies. The empirical foundation for this paper is composed of questionnaires distributed to students and teachers of the five aforementioned institutions and a semi-structured in-depth interview with students and teache…
