Vocational education in Sweden and youth transitions to working life – Challenges and possibilities in the light of a local follow-up study
The basis of this article is a follow-up study of a cohort of pupils in the third largest city of Sweden, Malmö. The pupils finished fourth grade at compulsory school in 2008. We have data about every individual in the cohort as well as corresponding information about their parents. Activation measures through the lens of governmentality
This article focuses on young unemployed people in Sweden involved in two activation measures. Using the analytical framework of governmentality, it analyses how the participants perceive and value activation measures as government-driven interventions aimed at bringing young people into the labour market based on a neoliberal discourse of the welfare state. Active inclusion aims at the reduction of poverty by strengthening the agency of excluded persons by the provision of a minimum income, activation and social services. The contribution to poverty alleviation is determined by expenditure levels and the organisation of these three policy fields.
