Professional expertise in policy advisory systems
Recent work on consultants and academics in public policy has highlighted their transformational role. The paper traces how, in the absence of an explicit government strategy, external advisors establish different organizational arrangements to build Behavioral Insights in public agencies as a new form of administrative expertise. In this article, we deploy the loosely bounded phenomenon of “urban green communities” – in the shape of urban gardening, beekeeping, food collectives, biodiversity enhancement, tree planting and kindred citizen-based group practices towards urban greening – in order to probe the wide variations in modes of civic engagement with urban sustainability politics. In this commentary we provide a selective overview of the kinds of insights that a sociology of expertise can provide in better articulating the stakes of current politico-epistemic conflicts catalysed by COVID-19. In doing so, we argue that one of the ways that sociology can fruitfully engage with the pre-, intra- and post-pandemic societal responses is through its distinctive perspective on expertise.
