    Open Access•Ilter Turan•ARTICLE•Turkish Studies•2022•Cited by: 3•References: 8

The article addresses the question of impediments to the consolidation of democratic governance in Turkey. Historical path dependence (weight of history), cultural bifurcation emanating from Turkey’s modernization strategy, the legacy of the single party experience, the choice of particular economic development policies, and the role of individual leaders are examined with a view to how each may have contributed to a comprehensive set of difficul…

  • Thirty Years After

Yevgeny G Vodolazkin, Ivan Krastev et al.•ARTICLE•Russia in Global Affairs•2021

As is often the case, personal changes eventually manifested themselves at the macro level as well, for example, in international relations. The United States and the USSR, which had been trading recriminations in the ideological domain for decades, did not reconcile with the fall of communism in our country. Taken aback by the unexpected collapse of the Soviet Union, the two sides spent a couple of years in a state of indifferent equilibrium, bu…

  • Unstable stability

    Open Access•Ilter Turan•ARTICLE•International Affairs•2007•Cited by: 7

The Justice and Development Party has been in power in Turkey since 2002 after a sweeping victory. The party has since implemented a successful economic stabilization programme and led the country into membership negotiations with the European Union. The educated modern-urban segments of the population, however, continue to harbour suspicion that the government party has a secret agenda of turning Turkey into an Islamic state. Although the eviden…

  • Old Soldiers Never Die

    Ilter Turan•ARTICLE•South European Society & Politics•2006•Cited by: 7•References: 11

The Republican People's Party (CHP), Turkey's oldest party, was closed down by the military government in 1981. Since reopening in 1992, it has represented elitist modernism moderated by social democratic rhetoric. It has achieved limited electoral success because of strict domination by its leader, party infighting and inability to adapt to a changing global environment or to offer solutions to Turkey's domestic and external concerns which the e…

  • Inter-party mobility in the Turkish Grand National Assembly

Open Access•Ilter Turan, Şeref Iba et al.•ARTICLE•European journal of Turkish studies•2005•Cited by: 2•References: 6

Historically, there have been high levels of inter-party mobility in the Turkish parliament. The military makers of the 1982 constitution felt that party changing not only promoted political instability and was unethical, but they also feared that it might undermine the two party system they were trying to build. They introduced measures to prevent it. These failed to stop the mobility of deputies who found many ways to circumvent restrictions to…

  • Volatility in politics, stability in parliament

    Ilter Turan•ARTICLE•Journal of Legislative Studies•2003•Cited by: 10

Can a parliament become highly institutionalised and serve as an agent of democratic consolidation in an unstable political environment? Turkey's case provides answers to this question. It is observed that in the Turkish parliamentary system, where the government prevails over the legislature and the government parties over parliamentary oppositions, the party system and the parties have been in constant change, negatively affecting the pace and …

  • Education, Participation, and Support for Democratic Norms

    Edward N Muller, M A Seligson et al.•ARTICLE•Comparative Politics•1987•Cited by: 13•References: 4

The relationship between political participation and support for the norms and institutions of democracy is a central question of democratic theory. Classical theorists of democracy such as Rousseau and J. S. Mill stressed the importance of participation as an agent of socialization-a training ground for the general public in the principles of democracy.' Contemporary scholars also have presumed that participation is relevant to the development o…

    Open Access•Ilter Turan•ARTICLE•Review of Policy Research•1984•References: 2

Referring to studies of peasant society and behavior and utilizing information from field research conducted in Turkey, this article examines assumptions national administrators make about rural areas and peasants in the formulation and the implementation of rural development programs. It is observed that national administrators tend to: 1) think of villages in terms of stereotypes which may bear little relationship to those which are targets of …

    Open Access•Ersin Kalaycıoğlu, Ersin Kalaycioglu et al.•ARTICLE•Comparative Political Studies•1981•Cited by: 5•References: 3

As an area which lends itself to empirical analysis, political participation has been subject to rigorous attempts at operationalization. In this article, an extension of these efforts is intended. Employing data collected in Kenya, Korea, and Turkey, a ten-item, three-dimensional scale of political participation is developed. The overall structure of the scale closely resembles the findings of Verba, Nie, and Kim—a fact which also lends support …
