Exploring and Estimating the Revenues of Cybercrime-As-Service Providers
Research on cybercrime-as-service markets has increased substantially over the last decade, particularly the use of so-called booter and stresser services that enable individuals to engage in high volume denial of service attacks against websites and servers. There is far less research considering the revenues vendors may generate from running these services, calling to question whether the economic gains from this form of crime are greater than …
Exploring Risk Avoidance Practices Among On-Demand Cybercrime-as-Service Operations
Criminologists have recently explored online cybercrime-as-service markets where offenders offer hacking tools and services for a fee. So-called “stresser” or “booter” markets offering distributed reflective denial of service (DRDoS) attacks have been a recent target of international law enforcement action. Few have explored the ways in which these operations continued to function under increased enforcement and sanction. This study attempted to …
The consequences of specialised governance on spending and expansion of public transit
Special-purpose governments are commonly characterised as hidden governments with less taxpayer accountability and can issue debt. However, little research has been conducted to see if operating and capital expenses are driven by the public's perception of need or are a policy consequence of functional specialisation. The following study tests how problem salience and form of government interact to impact local governments' expenditures. We use N…

Examining the Geographic Distribution of Victim Nations in Stolen Data Markets
The growth of electronic commerce and malicious software tools designed to compromise various payment systems and computer networks has led to concurrent increase in data breaches, phishing, and hacking incidents targeting sensitive financial information. As a function of this increase, an underground market economy has developed around the sale of consumers' bank account details and other financial information. Recent research examining data mar…
The Role of Power and Competition in Contracting Out
Market forces provide a foundation for the expectations of efficiency in contracting out. However, often the lack of competition in particular industries creates powerful companies that are able to negotiate contracts in their favor, reducing improved performance for government agencies. To study how market power influences performance in service delivery in the transit industry, we examine individual contracts as our unit of analysis. We hypothe…
Exploring and Estimating the Revenues and Profits of Participants in Stolen Data Markets
Researchers have begun to explore the problem of mass data breaches, where consumer information is acquired by cybercriminals and sold in open markets on-line. Although studies document the social processes of the market and relationships between buyers and sellers, few have considered the revenues earned from market transactions. This study explored these issues using a sample of threads from 10 Russian language and 3 English language Web forums…
Examining the risk reduction strategies of actors in online criminal markets
Research examining offender risk reduction strategies within illicit markets focus primarily on those operating in the real world for drugs and stolen goods. Few have considered the strategies that may be used by individuals in virtual illicit markets that are hidden from public view. This study addresses this gap through a grounded theory analysis of posts from 10 Russian and three English language web forums selling stolen data to engage in ide…
Meeting the Public Administration Goals
Public policy has multiple trade-offs between equity and efficiency, or liberty and security. This article discusses the emerging empirical evidence that in the case of effectiveness and efficiency, there is certain complementarity. The empirical evidence shows that multiple goals can be achieved simultaneously. In the public transit, there is also certain order to how the goals could be achieved, which requires prioritization of the goals
Public Transportation and Contracting Out
Contracting is often discussed as a cutback mechanism for public managers. The empirical evidence indicates that there are little savings in contracting out due to transaction costs. Public transit agencies exhibit path-dependent behavior; there are tangible conversion costs that may preclude changing the provision of services. As such, public managers should consider the provision of services very carefully as it may set an agency on a long-term…

Reassessing Privatization Strategies 25 Years Later
Privatization appeals to citizen and politician desires for more cost‐effective methods of service delivery. For this reason, it is important for public administrators to know when gains can be made by contracting out or privatizing services and when it is better to keep service provision in house. This article assesses the viability of contracting out and privatization of transit services. Following up on the 1986 work of James Perry and Timlynn…
