    This article was written after Fei Hsiao-t'ung returned from a three months' stay in England as the guest of the British Council. While there he was renewed in his admiration for the parliamentary system, the Labour government, and their ability to effect important yet peaceful change (see Fei 1947, Arkush 1976). He returned to a China increasingly polarized by the civil war, a war which made much academic social science seem pointless
