In 1973 eleven councillors from Clay Cross Urban District Council were ‘surcharged’ (or ordered to meet the loss to the rate fund of) £7,000 by a district auditor—a central government employee—for not implementing the 1972 Housing Finance Act. The amount of the surcharge also automatically disqualified them from holding office as local councillors for five years.
