Black Violence: Political Impact of the 1960's Riots
While many studies of domestic collective violence, especially of the black riots of the 1960s, emphasize the causes of violence, James Button's is a major investigation of the consequences of violence. He not only analyzes how and to what extent the national government responded to the black urban riots, but he also moves toward a theoretical definition of the role of collective violence in a democratic society. In so doing, the author clarifies…
African Americans and municipal employment: A test of two perspectives
A survey of the extant literature addressing the factors that drive African American municipal employment offers two broad types of explanations: (1) Black political power and (2) institutional. A comparative assessment of the performance of each of these explanations fills a gap in the literature by illuminating the differences of these distinct perspectives when it comes to employment of Blacks in the public sector. Focusing on six Florida citi…
White women and affirmative action in employment in six southern cities
The purpose of this research is to examine data from 167 randomly selected businesses on the impact of affirmative action and white female employment in six representative Florida cities. OLS regression analysis was used to explore the independent effects of affirmative action among other employment-related predictors. While white women are doing relatively well in the job market, employer support for affirmative action has no significant influen…
The Impact of Affirmative Action: Black Employment in Six Southern Cities
Objectives. There have been numerous claims about the current role and impact of affirmative action, one of the most controversial public policies. The purpose of this research is to examine data on affirmative action and black employment in six representative Florida cities. Methods. Data were gathered on 167 randomly selected businesses through personal interviews with employers. OLS regression analysis was performed to explore the independent …

Sexual Orientation and Education Politics: Gay and Lesbian Representation in American Schools
In what has sometimes provoked a "culture war" over America's schools, gays and lesbians have sought an expanded voice in the making of education policy. This paper explores the factors that promote gay representation on school boards, how this variable in turn influences gay representation in both administrative and teaching positions, and how all three forms of gay representation relate to school board policies regarding sexual orientation educ…
Morality Politics vs. Political Economy: The Case of School‐Based Health Centers
Objective . Scholars continue to debate whether morally charged political issues constitute a distinct type of policy question or produce essentially the same political dynamic as public controversies lacking an overt moral dimension. The debate will not be resolved until scholars test the determinants of putative morality policies with predictors drawn both from morality politics theory and from the socioeconomic factors that account for the dis…
The Election of Openly Gay Public Officials in American Communities
As a newly emergent political minority, lesbians and gay men have begun to seek representation in political office, particularly at the local level. Using a purposeful sample of 126 cities and counties, the authors explore openly gay candidacies for, and election to, public office in the early 1990s. They employed four theoretical models—urbanism/social diversity, resource mobilization, political opportunity structure, and communal protest—that h…
Legislative Life in the 1990s: A Comparison of Black and White State Legislators
Although the number of black state legislators has increased dramatically in the last several decades, there is relatively little known about these important officeholders and how they compare to their white colleagues. Through a nationwide survey conducted in 1991-92, we gain some information on these legislators. The results depict some similarities among black and white legislators in terms of background characteristics and public policy conce…
The Politics of Gay Rights in American Communities: Explaining Antidiscrimination Ordinances and Policies
Theory: The adoption of local gay rights ordinances and policies is approached from two broad theoretical frameworks-the urbanism/diversity approach and alternative perspectives rooted in social movement theory. Hypotheses: The adoption of gay rights ordinances/policies is a function of: (1) the level of urbanization and social diversity; (2) the social and political resources of the gay and lesbian population; (3) the political opportunity struc…
Accounting for the Quality of Black Legislative Life: The View from the States
Theory: Differences in the experiences of and perceptions among African-American state legislators on the quality of black legislative life are the result of individual and contextual factors. Hypotheses: The quality of black legislative life will be greater among males, more senior members and those who serve in key leadership positions. Contextually, black perceptions of how blacks and black interests fare in state legislatures will be more pos…

Racial Cleavage in Local Voting: The Case of School and Tax Issue Referendums
Since the early 1970s there has been a dramatic increase in this country in voting on ballot propositions. Indeed, tax and financial referendums alone number more than 7,000 each year, and public schools in many localities depend on bond issue votes for much of their monetary support. Voting on issues is important in that it enables the public to bypass the normal conversion process of representative government and to directly determine public po…

Southern Black Elected Officials: Impact on Socioeconomic Change
Although this is an exploratory, descriptive analysis based on perceptual, not objective, data, several general conclusions are suggested. First of all, most black city officials claimed, and a sample of white observers agreed, that they have helped provide improved services for Blacks, especially streets, water and sewage, and recreation, and to a lesser extent, police protection and public employment. These basic services are considered to be s…
