  • Normative Convergence and Practical Divergence in Democracy Promotion

    Open Access•Hyo‐sook Kim, David M Potter•ARTICLE•Asian Politics & Policy•2026•References: 10

This study examines Japan's and South Korea's responses to Myanmar after the military coup in 2021. To this end, this study draws on normative theory and proposes a typology of democracy promotion considering the degree of interaction between an external democracy promoter and a partner country: control, conditionality, persuasion, and assistance. The case study argues that Japan and South Korea have coped with the military coup in Myanmar with p…

  • Decius and the Battle Near Abritus

David M Potter, David Potter•CHAPTER•Military Leadership from Ancient…•2020

The publication of substantial sections of Dexippus’ Skythika that deal with the capture of Philoppopolis in AD 251, and events leading up to the death of the emperor Decius in the battle at Abritus a few months later offer unique insight into the way the events of the campaign of 250/51 were seen by a contemporary historian. The characterization of Decius helps us understand the picture of the battle of Abritus that survived. Dexippus’ narrative…

    Open Access•David M Potter, David Potter•ARTICLE•The English Historical Review•2016

These four volumes constitute a major edition of the first seven registers of the deliberations of the magistrates of Poitiers from 1412 to 1482, all those surviving from the fifteenth century, edited by a distinguished medievalist and historian of Poitou, Robert Favreau, who has published extensively on the region and the role of the bonnes villes in the later Middle Ages. Registers of deliberations are among the most important medieval and earl…

  • Organised Religion, Civil Society and Philanthropy in Japan

    David M Potter•ARTICLE•Asian journal of social science•2015

Scholarship on socially-engaged religion in Japan and research on the non-profit sector in that country tend to be mutually disregarding. This article attempts to fill the gap between the scholarship on socially-engaged religion and that on the non-profit sector. It first outlines the ways in which legal categories of civil society organisations in Japan hinder the identification of religious organisations with the rest of the non-profit sector. …

  • U.S.-Japanese Relations in Transition

    Open Access•David M Potter•ARTICLE•Norteamérica•2013

It may appear odd to subtitle a presentation on United States-Japan relations with a locale associated with natural disaster. In fact, I was somewhat taken aback when I first saw it in print. After all, what do the 2011 Great Eastern Japan earthquake and tsunami and the subsequent nuclear power disaster at Fukushima have to do with Japan's foreign policy? But, when I reflected upon the title I realized that it includes all of the elements of an o…

  • Japanese foreign disaster assistance

    Open Access•Douglas A Van Belle, David M Potter•ARTICLE•Media War & Conflict•2011•Cited by: 3•References: 11

Policy uncertainty is often cited as a cause of the CNN effect. In fact, many argue that an uncertain policy environment is a necessary condition for media-driven foreign policy. While the logic appears compelling, rigorous empirical analyses of the influence of the news media on Japanese foreign disaster aid allocations indicates that, as the global policy environment became more uncertain with the end of the Cold War, media influence went from …

  • Chinese and Japanese development co-operation

    Pedro Amakasu Raposo, David M Potter•ARTICLE•Journal of Contemporary African…•2010•Cited by: 1•References: 14

This article compares the evolution and characteristics of Chinese and Japanese aid, assessing the impact of their aid policies in sub-Saharan Africa from the 1950s to the present. It argues that China and Japan's aid programmes share more similarities than dissimilarities. Both pursue aid strategies that spread allocations across a region rather than concentrating upon specific countries. The article seeks to clarify the following questions. In …

  • News coverage and Japanese foreign disaster aid

    David M Potter, DOUGLAS VAN BELLE•ARTICLE•International Relations of the…•2008•Cited by: 6•References: 12

This paper examines news coverage of overseas natural disasters in Japan and the United States and assesses the extent to which that coverage affects amounts and types of emergency assistance provided by each country's ODA program. The comparison between the two cases allows for the examination of the different effects of media on foreign policy as well as the different ways in which those effects are filtered through institutional arrangements w…

    Open Access•David M Potter, DOUGLAS VAN BELLE•ARTICLE•Japanese Journal of Political…•2004•Cited by: 9

This study explores the role that news coverage plays in the allocation of Japanese development aid. Conceptually, it is expected that democratic foreign policy officials, including those working in bureaucratic governmental structures will try to match the magnitude of their actions with what they expect is the public's perception of the importance of the recipient. News media salience serves an easily accessible indicator of that domestic polit…

  • Japanese Foreign Policy

    Open Access•David M Potter, David Potter et al.•ARTICLE•Political Studies Review•2003•Cited by: 6•References: 13

This article revisits the thesis put forward by Kent Calder that Japan's foreign policy is made by a reactive state incapable of sustained, innovative policy. Reviewing six recent books, we find that, while the reactive state thesis continues to inform scholarsip on the subject, new frameworks offer possibilities for seeing Japan's foreign policy as innovative and at times strategic. This article considers the strengths and weaknesses in recent a…

    Paul Knepper, Paul E Knepper et al.•ARTICLE•International Journal of…•1998•Cited by: 1•References: 8

Although the governments of the United States and Japan differ markedly in racial ideology, official crime statistics in both nations reflect political arrangements which marginalize minority populations. In both nations, official crime statistics reveal more about the attempts of majority populations to label minority populations as a criminal class than about variations in criminal behavior across racial populations. While there is no racially …

  • The foundations of electoral corruption in Japan

    David M Potter•ARTICLE•International Journal of…•1997•Cited by: 1•References: 4

This article describes the sources of electoral corruption in postwar Japan, in particular the relationship between demand for political funds by politicians and its supply by corporate donors. The weakness of legal and political sanctions, it is argued, allows this relationship to continue. The article concludes by examining the possibilities and limitations of recent efforts to curb electoral corruption
