From speech act to security regime
This study reverses the conventional binary of madrassah (in)security by critically investigating how (in)security has defined and shaped the madrassah question in Pakistan in the post-9/11 era. It argues that the state’s policy vis-a-vis madrassahs has been highly securitized in two stages since the inception of the ‘war on terrorism.’ From 2001 to 2013, madrassahs and their reforms agenda were set in a predominantly security (threat) frame thro…
“One Step Forward, Two Steps Back”
Despite numerous initiatives by the Pakistani government to reform religious seminaries, or madrassahs, results have been constrained by institutional resistance and flawed state policies. Drawing on madrassah literature, as well as interviews with government officials, madrassah administrators, and analysts, this article offers a fresh perspective on post-9/11 reform efforts. It argues that the reform process has been hampered by policy inconsis…

Political Survival through Religious Instrumentalism
Pakistan has strived though unsuccessfully to introduce reforms into thousands of religious seminaries. Among the different sects of seminaries, Deobandi madaris which are mostly led by Jamiat Ulama-e-Islam Fazlur Rehman (JUI-F) have posed the greatest challenge. This paper seeks to analyze why and how JUI-F obstructs the state's attempts of convincing madaris for reforms. Based on the findings of elite group interviews and constructs of “elite i…

The geopolitics of Pakistan’s 2018 greylisting by the Financial Action Task Force
This article argues that, in addition to the valid reasons for Pakistan’s greylisting by the Financial Action Task Force (FATF) in 2018, geopolitical dynamics also played a crucial role behind this development. While the United States (US) under the Trump administration pushed Pakistan to seek an end to “the longest war” in Afghanistan, India, hoping to curb cross-border terrorism, capitalized on this momentum to pressure Pakistan. In order to ha…
India and Pakistan at the Financial Action Task Force
Ever since the grey-listing of Pakistan by the Financial Action Task Force (FATF) in early 2018, India and Pakistan have been vying for competing goals. According to Indian perspective, Pakistan is still engaged in cross-border terrorist activities in Indian territories. Therefore, Pakistan must be downgraded to black-list. On the other hand, Pakistan insists it has taken ample measures to comply with FATF demands. According to Islamabad, not onl…
The Rise of the Pashtun Protection Movement (Ptm)
In early 2018, the Pashtun Tahafuz Movement or Pashtun Protection Movement (PTM) came suddenly into the limelight in Pakistan. The PTM is spearheaded by young firebrand Pashtun generation mainly from the war-torn North-West Frontier region of the country. However, the movement's rhetoric and policy agenda have put it at loggerheads with Pakistan's powerful military establishment. Whilst the PTM blames the Army for the plight of Pashtuns in the co…

China’s Belt and Road Initiative
Following Sri Lanka, Pakistan is rapidly accumulating billions of dollars of Chinese debt under the Belt and Road Initiative. This paper argues that that initiative’s disregard for the economic viability of projects and the domestic limitations of countries like Sri Lanka and Pakistan have both external and internal ramifications for the recipient countries
How Does China–Pakistan Economic Corridor Show the Limitations of China's ‘One Belt One Road’ Model
Under ‘One Belt One Road’ initiative, China has introduced a new model of economic development of cross‐continental connectivity. With all its promising prospects, the initiative raises a question how such grand designs are going to impact the institutions of countries susceptible to potentially adverse impacts of Chinese investments. The case study of Pakistan — the closest ally of China — is a good example. China has started investing more than…
