From Private Wrongs to Public Rights: The Politics of Intersex Activism in the Merkel Era
During the Merkel era, Germany moved from a traditional gender binary to a gender triad by introducing a third sex category. Why did a nation that has historically lagged on gender issues become the first country in Europe to take this extraordinary step? This article sheds light on changing LGBTQI discourses in Germany and the successful politicization of intersex concerns. Initial reform was prompted by transnational social activism at the UN a…
Lessons on opportunity hoarding and gender binarism: Building an alliance of women’s, trans and intersex movements
When do social movements support policies that do not benefit them directly? Which factors help build stronger feminist alliances? To answer these questions, this article traces the coalition behind the emergence of the third sex in Germany. This legal recognition cracks open the categorical male–female pair and sheds light on a path-breaking feminist alliance among women’s, trans and intersex groups. Case-study methodology and interviews provide…
From Object to Subject: Intersex Activism and the Rise and Fall of the Gender Binary in Germany
In several states, the universal gender binary has been challenged by the introduction of an official third sex. This article explains that paradigm shift in Germany by analyzing the successful introduction of a third sex category in 2018. Historical legacies of gender variance in the pre-modern and modern states are compared with the contemporary (re-)introduction of a third sex. I show that intersex activists and their transnational advocacy at…
This Train Has Left the Station: The German Gender Equality Regime on Course Towards a Social Democratic Model (2013–17)
Based on a concept of gender equality regimes that combines measures for employment, care work, and anti-discrimination, we analyse how Germany has continued to shift from a conservative to a social democratic gender regime from 2013 to 2017. We contend first, that the reform agenda in family policy continuously changed and is now geared towards a social democratic gender regime. Secondly, we observe diffusion processes and increased social democ…
Grand Coalition and Multi-Party Competition: Explaining Slowing Reforms in Gender Policy in Germany (2009–13)
Since 2005, the Christian Democrats (CDU) modernised family and labour market policy by supporting gender equality. Recent explanations trace this back to their competition with the Social Democrats (SPD) for female voters. What is missing from these accounts is a discussion of coalition dynamics. We argue that the drive for modernisation faltered under Angela Merkel's second term for three reasons: (1) coalitional dynamics in the new Conservativ…

A ‘women's revolution from above’? Female leadership, intersectionality, and public policy under the Merkel government
Internationally, the number of female leaders has increased in recent years. While the rise of women to political prominence has been explored over the last two decades, we know much less about their actual decision-making. The article investigates what role Merkel's gender has played for governance during her first term in office. Has female leadership made a difference for the substantive representation of women's interests and, if so, how? Thi…
Gender Politics in the Expanding European Union: Mobilization, Inclusion, Exclusion
In May 2004, after bringing their legislation into accordance with EU regulations, ten more countries joined the European Union. The contributors to this volume assess the impact of this historical development on gender relations in the new and old EU member states. Instead of focusing on either western or eastern Europe, this book investigates the similarities and differences in diverse parts of Europe. Although initially limited, gender equalit…
From Family to Reconciliation Policy: How the Grand Coalition Reforms the German Welfare State
For decades conservative welfare states have reformed reluctantly. To understand recent family policy reforms in Germany we must add institutions and economics to any account of politics. This article focuses on the grand coalition of CDU/CSU and SPD formed after the 2005 Bundestag election. Two opposed assumptions pertain to grand coalitions: one holds that a coalition of parties with different ideologies will act according to the lowest common …
Gender equality in Germany: Comparing policy change across domains
Focusing on the past 25 years in three central arenas of political, social, and civil rights, this article engages in the current debate over policy change and the direction of German politics by analysing the issue of gender equality. Combining T.H. Marshall's concept of citizenship and Hall's analysis of policy change, I obtain a two-level framework that differentiates between policy changes and categorises reform in Germany in three different …
