Land and Territorial Politics in Urban China
In this article I examine the politics of urban land development in large Chinese municipalities in the 1990s and 2000s. I find that under the state land tenure and socialist legacy, China's urban land lease markets have evolved around two sets of state players: municipal governments and socialist land masters. In their competition for urban land control, municipal leaders' success depends on their political capacity to deal with socialist land m…
Brokering power and property in China's townships
This paper concerns the process of power at the periphery of state bureaucracy with a focus on township governments and their land development projects in the last two decades. I argue that townships at the bottom of the state bureaucracy operate like power brokers between the state and the village. When dealing with the formal party–state system above them, the township's delegated power is highly uncertain. Townships choose to maneuver in the u…

Making Capitalism in China: The Taiwan Connection
Even as relations between Taiwan and the People’s Republic of China continue to be strained, investment by Taiwanese businesses in China is growing every year. Between 1978 and 1994, Taiwan businesses invested $10 billion in China, 10% of the total foreign investment during that period. This study describes the magnitude and importance of this investment. Hsing demonstrates the role of a shared cultural heritage and language and the role of Chine…
Emerging Patterns of East Asian Investment in China: From Korea, Taiwan, and Hong Kong
The modern age with its emphasis on technical rationality has enabled a new and dangerous form of evil--administrative evil. Unmasking Administrative Evil discusses the overlooked relationship between evil and public affairs, as well as other fields and professions in public life. The authors argue that the tendency toward administrative evil, as manifested in acts of dehumanization and genocide, is deeply woven into the identity of public affair…
Blood, Thicker than Water: Interpersonal Relations and Taiwanese Investment in Southern China
Transnational capitals have not been as footloose as theorists of a new international division of labor have proposed. Taiwanese direct investment in southern China represents a case where transnational capital flows are shaped by cultural and institutional conditions. The effectiveness of Taiwanese direct investment in southern China is achieved through the interpersonal networks established between Taiwanese investors and local Chinese official…
