Kanun and Kanunname in Ottoman Historiography
Kanun and Kanunname in Ottoman Historiography
Ottoman kanun plays an important role in shaping perceptions of the Ottoman state, the sultan's authority, and the empire's unique combination of Islam and secularity. Much ink has been spilled on the subject of kanun, but there is still considerable confusion in the scholarship. This article provides a roadmap through publications on kanun and kanunnames and identifies problems in the literature and turning points in the scholarship. It focuses …
Trajectories of State Formation across Fifteenth-Century Islamic West-Asia
The fifteenth century in Islamic West-Asia, in the aftermath of the Mongol Empire, was a time of widespread political reorganization. For van Steenbergen, it forms an ideal moment to examine state formation in the region. The stated goal of this book is to analyze the region’s history using political-science theories of state formation. The seven contributors of the evidentiary chapters, however, are mainly historians whose empirical studies are …

Vicegerent of God, from Him We Expect Rain
The Islamic historical narrative indicates a sharp break between the "age of ignorance" (jāhiliyya) and the age of Islam that extends beyond religion and ethics to politics and culture. This article contributes to the scholarly effort to refute that break by examining an aspect of continuity in political thought, the Circle of Justice, a shorthand description of the organization of the state in the Middle East since ancient times. The stereotype …
Richard L. Chambers
Richard L. Chambers was a professor of Turkish language and history at the University of Chicago. Finding material for this essay on his life was extraordinarily difficult; for a long time it was impossible even to find a copy of his CV. He never published his own book, that advertisement for scholarship that is characteristic of academics. There is not even a gravestone, as he declined to be buried in the family cemetery plot, nor was there a me…
Richard L. Chambers 1929-2016
Richard L. Chambers was born on 27 September 1929 in Brundidge, Alabama, and died on 1 August 2016 in Montgomery, Alabama. He attended the University of Alabama, studying diplomatic and Middle Eastern history and gaining a B.A. in 1950. He obtained a B.S. in Foreign Service from Georgetown University and a fellowship at the Ludwig Maximilian University in Munich. He then pursued an M.A. in History at Alabama, graduating in 1955, just when Middle …
Halil İnalcık 1916? - 2016
Halil İnalcık was born in Istanbul, the capital of the Ottoman Empire, into a refugee family, probably in 1916 (he did not know his birthday; in Turkey he adopted 29 May, in the US 4 July). He died at age 100 in Ankara on 25 July 2016, as the premier Ottoman historian in the world. To quote one of his students, “Professor İnalcık transformed the field of Ottoman studies from an obscure and exotic subfield into one of the leading historical discip…

Petitioning the Sultan
Petitioning, in recent years, has come to be seen not as the abject grovelling of a powerless people before an all-powerful ruler, but as part of the political process surrounding an authority that
Ottoman Customs Registers ( Gümrük Defterleri ) as Sources for Global Exchange and Interaction
The Ottoman Empire, contrary to the stereotype, was a key player in global commerce until well into the nineteenth century. Customs registers ( gümrük defterleri ) compiled by the Ottoman administration provide abundant information on ships, seamen, merchants, goods, and prices. This article summarizes the history of Ottoman customs taxation, enumerates the various types of records that contain information on trade and customs dues, and surveys c…
XVI. Yüzyılın İkinci Yarısında İcmal Defterleri, Nasihatnameler ve Timar Sahibi Osmanlı Eliti –II. Kısım, On Yedinci Yüzyıl
This paper is an addendum to my article on the timar system in a previous issue of this journal, carrying the story into the seventeenth century and adding data on the sixteenth century that was not in the previous article. It considers the question of timars not listed in the provincial registers, employing the icmal defterleri to determine how many timars disappeared from the provincial registers in the period 1580-1632, presumably because they…
A History of Social Justice and Political Power in the Middle East
From ancient Mesopotamia into the 20th century, "the Circle of Justice" as a concept has pervaded Middle Eastern political thought and underpinned the exercise of power in the Middle East. The Circle of Justice depicts graphically how a government's justice toward the population generates political power, military strength, prosperity, and good administration. This book traces this set of relationships from its earliest appearance in the politica…
The Mediterranean as a Borderland
A useful paradigm for studying Mediterranean and world history is the concept behind a course I teach, “The Mediterranean as a Borderland.” The paradigm of the borderland was generated by policymakers and social scientists studying the American Southwest and developed for the field of history by Oscar Martinez at the University of Arizona. Arizona is in the borderland, the region close to the border between the United States and Mexico where the …

Political Change and Political Discourse in the Early Modern Mediterranean World
The political transformation to the early modern state occurred around 1500 not only in Europe but also in the Middle East. This transformation was marked in the Middle East by a political discourse about justice that emerged in several polities, contemporary with a similar discourse taking place in Europe. The concern for political justice, expressed in a variety of languages and genres, addressed a governmental change that occurred across the r…

Social Cohesion ('Asabiyya) and Justice in the Late Medieval Middle East
The historian Ibn Khaldun (d. 1405), in his Muqaddimah (Introduction to history), explained historical change and the succession of dynasties as a function of the interactions between nomadic culture and urban civilization. His major contribution is usually considered to be his analysis of the correlation between 'asabiyya, social cohesion or group feeling, and political power. He argued that the strong group feeling of tribal peoples enabled the…

Rethinking Europe and the Islamic World in the Age of Exploration
Our image of early modern Europe is one of religious wars, intellectual and scientific discoveries, and global explorations that "circumvented" the Islamic world and left it behind in the dust of progress. The Islamic world in the same period is pictured as stagnant and declining, unable or unwilling to adopt technologies or profit from discoveries made by a dynamic Europe. However, the idea of eastern immobility reflects not the reality of the e…
Revenue-Raising and Legitimacy
This study examines for the first time the finance procedures and documents of the post-classical Ottoman Empire. It provides an overview of institutional and monetary history and a detailed description of assessment and collection processes for Cizye, Avariz and Iltizam-collected taxes, the documents produced by these processes, and the information they contain. The finance department's detailed record-keeping, procedural continuity, and provisi…
