Judges on the Benchmark
Judges receive limited information on how their sentencing practices contribute to inter-judge sentencing disparities which can undermine equity and the perceptions of legitimacy. We use doubly robust, internal benchmarking to measure the effect of each judge on sentencing outcomes relative to a set of cases that are handled by the judge’s peers and that are statistically similar on all observable case features. With the benchmarks, we can flag j…
Prosecutorial discretion not to invoke the criminal process and its impact on firearm cases
A Multicentered Randomized Controlled Trial Comparing the Effectiveness of Pain Treatment Communication Tools in Emergency Department Patients With Back or Kidney Stone Pain
Objectives. To compare the effectiveness of 3 approaches for communicating opioid risk during an emergency department visit for a common painful condition. Methods. This parallel, multicenter randomized controlled trial was conducted at 6 geographically disparate emergency department sites in the United States. Participants included adult patients between 18 and 70 years of age presenting with kidney stone or musculoskeletal back pain. Participan…
A Conditional Likelihood Model of the Relationship Between Officer Features and Rounds Discharged in Police Shootings
Chapter 7. Methods for Assessing Racially Biased Policing
Sentencing scorecards
Research Summary Scorecards have become an increasingly common tool for public policy decision making about important issues in education, finance, and health care. Few scorecards have been applied in criminal justice and none has been developed to highlight racial disparities in incarceration. We constructed county‐level scorecards for racial disparities in incarceration rates for the New York State Permanent Commission on Sentencing. Using deta…
The Role of Individual Officer Characteristics in Police Shootings
Assessing whether individual characteristics of police officers such as age, race, and prior performance influence police behavior has been a long-standing topic of social science research. The effect of officer characteristics on their risk of shooting people is confounded by police assignments and by the environmental factors associated with those assignments. This article provides a method to separate out the influence of individual officer ch…
Effect of Remediating Blighted Vacant Land on Shootings
Objectives. To determine if remediating blighted vacant urban land reduced firearm shooting incidents resulting in injury or death. Methods. We conducted a cluster randomized controlled trial in which we assigned 541 randomly selected vacant lots in Philadelphia, Pennsylvania, to 110 geographically contiguous clusters and randomly assigned these clusters to a greening intervention, a less-intensive mowing and trash cleanup intervention, or a no-i…
Stop-and-Frisk Is Essential ... And Requires Restraint
Policing in the Era of Big Data
Fifty years ago, the 1967 President's Commission on Law Enforcement and Administration of Justice urged the rapid adoption of information technology to improve the effectiveness, efficiency, and fairness of the criminal justice system, including policing. They predicted that we could make great progress on the challenge of crime if only we could deliver the right information to the right police officer at the right time. In this twenty-first cent…

Linking Prediction and Prevention
First, I want to congratulate Berk and Bleich (2013, this issue) for their article that advances the use of modern statistical prediction methodology in criminal justice. Opportunities abound in the criminal justice system to use statistical prediction methods to improve decision making. Success depends on the quality of the prediction models, the quality of the prevention efforts, and the quality of the link between prediction and prevention. Th…
Interpreting the Empirical Evidence on Illegal Gun Market Dynamics
Race, Neighbourhood Context and Perceptions of Injustice by the Police in Cincinnati
Research has long identified racial differences in perceptions of criminal injustice. Given that race is confounded with neighbourhood context, it remains unclear the extent to which individual or neighbourhood attributes explain racial differences in these perceptions. This paper advances research on racial differences in perceptions of unjust police practices in the US by relying on a survey of 3000 residents in 53 Cincinnati neighbourhoods. A …
Estimating the effects of light rail transit on health care costs
The Criminal Purchase of Firearm Ammunition
In a study supported by the National Institute of Justice, researchers found that substantial amounts of bullets and shotgun shells sold in Los Angeles are purchased by felons and others who are prohibited by law from buying ammunition.
Assessing the Effect of Race Bias in Post-traffic Stop Outcomes Using Propensity Scores
Testing for Racial Profiling in Traffic Stops From Behind a Veil of Darkness
The key problem in testing for racial profiling in traffic stops is estimating the risk set, or “benchmark,” against which to compare the race distribution of stopped drivers. To date, the two most common approaches have been to use residential population data or to conduct traffic surveys in which observers tally the race distribution of drivers at a certain location. It is widely recognized that residential population data provide poor estimate…
Propensity Score Estimation With Boosted Regression for Evaluating Causal Effects in Observational Studies.
Causal effect modeling with naturalistic rather than experimental data is challenging. In observational studies participants in different treatment conditions may also differ on pretreatment characteristics that influence outcomes. Propensity score methods can theoretically eliminate these confounds for all observed covariates, but accurate estimation of propensity scores is impeded by large numbers of covariates, uncertain functional forms for t…
