Understanding Income Misperception Among Older Adults
Despite the relevance of individual perceptions about their position in the income distribution in economic and political science models, there still is little evidence about how such perceptions are formed and how accurate they are. In this paper, we investigate what shapes subjective income perception at individual level and, in turn, determines misperception as measured by the gap between subjective and objective position in the income ladder.…
Preferences for inter-generational redistribution toward the young in three European countries
Monetary compensation schemes during the Covid-19 pandemic
This paper analyses the effect of the COVID-19 pandemic on household disposable income and household demand in the European Union (EU) during 2020, making use of the EU microsimulation model EUROMOD and nowcasting techniques. We show evidence of heterogeneity in the impact of the COVID-19 pandemic on the labour markets in EU Member States, with some countries hit substantially harder than others. Most EU Member States experience a large drop in m…
Economic globalisation and inclusive green growth in Africa
This study employs macrodata for 23 African countries to examine whether good governance interacts with economic globalisation (EG) to foster inclusive green growth (IGG). First, the study finds that EG hampers IGG in Africa. Second, although unconditionally good governance promotes IGG, only government effectiveness interacts with EG to foster IGG. Across the social and environmental sustainability dimensions of IGG, however, the effects differ …
Redistribution in a joint income-wealth perspective
Redistribution is usually understood in terms of income, as a resource used to rank individuals as well as determine tax liabilities or benefit entitlements. Yet, it is increasingly argued that more prominence should be given to the joint distribution of income and wealth and interest into the taxation of wealth for redistributive purposes has largely increased. By including income and wealth data from the Eurosystem Household Finance and Consump…
The joint decision of female labour supply and childcare in Italy under costs and availability constraints
The fiscal and equity impact of social tax expenditures in the EU
Tax expenditures (TEs) are preferential tax treatments granted to specific individuals or categories of households, with the aim of achieving social and economic goals. They are widely used by EU Member States. However, their fiscal and equity impacts are not always clear and their effectiveness and efficiency as a policy instrument need to be carefully evaluated, especially in the present context of constrained public finances. This article quan…
Investing in subsidized childcare to reduce poverty
Expanding childcare is often considered as a suitable way to enhance employment opportunities for mothers with young children as well as to reduce child poverty. In this study, the authors critically investigate this assertion by simulating a set of scenarios of increasing subsidized childcare slots and mothers’ employment. For a variety of European welfare states, the impact on poverty and on the government’s budget is estimated using the Europe…
From Housewives to Independent Earners
The Southern European countries share a similar welfare system which does not perform well either in terms of equity or efficiency. Using EUROMOD, the EU-wide microsimulation model, this paper evaluates the enhancement of both the redistributive and the incentive effects of the Italian tax-benefit system by introducing either a family-based or an individual in-work benefit, financed through the abolition of the existing tax credit targeted at dep…
The Redistributive Effect and Progressivity of Taxes Revisited
Over the last few years concern for income inequality in Europe has increased remarkably. In this context, taxation is an important redistributive instrument, and we investigate the redistributive role of direct taxes. We focus on the EU-15 countries and the evolution over the period 1998-2008, using EUROMOD, the EU-wide tax-benefit model. The research aim of this paper is twofold. First, we investigate empirically whether there is a link between…
Euromod
This paper aims to provide an introduction to the current state of the art of EUROMOD, the European Union tax-benefit microsimulation model. It explains the original motivations for building a multi-country EU-wide model and summarises its current organisation. It provides an overview of EUROMOD components, covering its policy scope, the input data, the validation process and some technical aspects such as the tax-benefit programming language and…
Are European social safety nets tight enough? Coverage and adequacy of Minimum Income schemes in 14 EU countries
Figari F, Matsaganis M, Sutherland H. Are European social safety nets tight enough? Coverage and adequacy of Minimum Income schemes in 14 EU countries This study explored and compared the effectiveness of Minimum Income (MI) schemes for persons of working age in the European Union (EU). Using the European microsimulation model EUROMOD, we estimated indicators of coverage and adequacy of MI schemes in 14 EU countries. In terms of coverage, we foun…

Stress testing the UK welfare system for unemployment
This article examines the resilience (or otherwise) of the United Kingdom social protection system in the face of increasing unemployment. It explores the extent to which benefits protect the household incomes of unemployed people both in relative terms and in comparison with an absolute income threshold. It finds that for the people most likely to become unemployed in the first phase of the current downturn most of any protection they have comes…
Cross-national differences in determinants of multiple deprivation in Europe
Can in-work benefits improve social inclusion in the southern European countries
This paper analyses the effects of implementing a family-based and an individual in-work benefit in the southern European countries using EUROMOD, the EU-wide tax-benefit microsimulation model. In-work benefits are means-tested cash transfers given to individuals, through the tax system, conditional on their employment status. They are intended to enhance the incentives to accept work and redistribute resources to low income groups. The family-ba…
Measuring the Size and Impact of Public Cash Support for Children in Cross-National Perspective
The authors suggest a new comprehensive measure of support given through tax benefit systems to families with children. Using microsimulation techniques, this accounts for all provisions contingent on the presence of children, while usually only gross child/family benefits are considered. The authors use EUROMOD, the European Union tax-benefit microsimulation model, to quantify the support for children and analyze its impact on household incomes …
