Half a Century of Cross-Pressures: A Thesis Reconsidered
Cross-pressure was introduced as a concept in political analysis half a century ago. While different forms of political cross-pressure have been noted, they are generally considered to have the effect of making citizens withdraw from politics. However, this conclusion is not always supported by data. A modified proposition is suggested in order to account for other reactions to cross-pressure that have been registered from time to time
Ideal Types' of Referendum Behaviour
Referendums represent a special variant of political elections. Although it must be assumed that the behaviour of voting in referendums is determined by a range of factors identical to those that are operative in other contests, it can be asked to what extent referendum voting behaviour is sensitive to active campaigning on the part of political parties and organized groups. It may add to our understanding of referendums, therefore, to analyze th…

Numerical Democracy and Corporate Pluralism Revisited
This article is meant as a contribution to the ongoing debate about the relative importance of numerical democracy and corporate pluralism, which was initiated by the late Stein Rokkan and has been recently taken up in the United States by Robert Dahl, and also by Don Schwerin. The existence of Norwegian data that can throw some light on the subject is indicated
Elections presidential and parliamentary: Contrasts and connections
Different systems have been adopted for the popular election of a President. A comparison shows that the workings of parliamentary electoral systems and the behaviour of voters in legislative elections will be influenced by the fact that the head of state is chosen by the people. Certain aspects of this influence can be seen with particular clarity when a military hero steps forward as presidential candidate. The three cases of Hindenburg in Weim…
Labor Insurgency in Norway: The Crisis of 1917-1920
Elections, Referendums, and Public Goods
In this article the question of misrepresentation of preferences on the part of politicians is discussed. Some examples of such misrepresentation are given, and it is asked whether the effect was counterproductive or not for the party concerned. The effect on society as a whole is touched upon briefly in the final section
A Short Reply
Factional Strife in the Norwegian Labour Party 1918-1924
Factional strife was endemic in the Norwegian labour movement during the first decades of this century. To begin with there was opposition to the centralized trade union leadership and agitation in favour of industrial militancy. An opposition group, Fagoppositionen av 1911, was formally constituted by delegates from various parts of the country meeting in Trondheim three years before the outbreak of the First World War. Its spokesmen were active…

In What Sense is a High Social Position also a Central Position
Some years ago Johan Galtung presented certain findings with regard to the relation between social position and foreign policy opinion.1 Constructing an index of social position, he was able to point out some interesting contrasts between people in high and low positions. Not only did persons with a high score on the index turn out to be more knowledgeable in respect to foreign affairs, but there was also a striking difference between the gradual…

Measurement and Models in the Study of Stability
The problem of stability in politics can be viewed from various angles. One possible approach is to regard a number of power units at different points of time and note if any change in their relationship has occurred. This raises the question about measuring political power; and some scholars will doubt the advisability of asking such a question. Hedley Bull argues that political science is in danger of being “distorted and impoverished by a feti…
