Revaluation of Essential Work: The Example of Elderly Care in Germany
This article is about how labour in a sector can be upgraded through new labour market institutions by mobilizing political support across political camps, even if collective bargaining power through strong trade unions and employers' associations is insufficient. The article summarizes the results of several empirical research projects by the two authors on elderly care, in which the key players in the sector were interviewed. Institutional eros…
Employment policy for a just transition – the example of Germany
The green transformation and Industry 4.0 are associated with considerable risks for workers in countries with dual labour markets such as Germany. The biggest risks are wage losses due to the involuntary transition into the precarious secondary labour market and insufficient education and training for the new ‘green’ jobs. Institutional reforms are necessary for a ‘just transition’. The ongoing reforms in Germany in education and training and wa…
Shaping Industry 4.0 – an experimental approach developed by German trade unions
Despite declining union density, the existence of works councils in the core sectors of the economy gives German trade unions considerable institutional power. Besides collective bargaining, the training and activation of works councillors is the trade unions’ most important sphere of activity. Through their involvement in the ‘Arbeit 2020’ project analysed in this article, three industrial unions have been attempting to find answers to the quest…
The making of the German minimum wage: A case study of institutional change
In the more recent dualistic theories, Germany is cited as an example of a less solidaristic equilibrium, in which ‘producer coalitions’ between core workforces supposedly unaffected by deregulation and their employers prevented the introduction of a minimum wage. The present article shows that such an equilibrium never existed. Core workforces are being threatened by the outsourcing of jobs to the low‐wage sector. This threat created the breedin…
Reducing Wage Inequality: The Role of the State in Improving Job Quality
This article concurs with Weiss's critique of the myth of the powerless state, which underestimates the possibilities that remain open to nation states to take action. Even today in an environment characterized by globalized markets, nation states have at their disposal instruments that can effectively ensure high job quality. The Swedish and French examples show that the state, by means of various combinations of participative and protective lab…
Shrinking collective bargaining coverage, increasing income inequality: A comparison of five EU countries
Wage‐setting institutions can play a crucial part in containing the socio‐economically destabilizing growth of income inequality. Using an analytical framework that distinguishes between protective and participative standards, the author examines their respective effects on the incidence of low‐paid employment and income inequality under the wage‐setting systems of Belgium, France, Germany, Sweden and the United Kingdom. His comparative focus on …

Transnational labour markets and national wage setting systems in the EU
The article analyses the impact of E uropean regulations of posting on different national wage systems. The article shows that the impact varied across the countries and has been filtered by the national institutions regulating the labour market. In the voluntarist wage setting systems of G ermany and even S weden, they have been a major factor bringing wages back into competition. The ability of national actors to act has been considerably curta…

Germany: What Role for Minimum Wages on Low-wage Work?
This book provides in-depth and innovative analysis of the minimum wage in Europe. The authors explore its role and scope within the enlarged EU, and address the question of whether there should be harmonization between the individual member states or even a common EU minimum wage. The Welfare State and Life Transitions: A European Perspective
This timely book reveals that new life courses are found to require more, and not less welfare support, but only Sweden has developed an active life course approach and only three more could be considered supportive, in at least some life stages. For the remainder, policies were at best limited or, in Italy’s case, passive. The contributors reveal that the neglect of changing needs is leading to greater reliance on the family and the labour marke…

European Employment Models in Flux: Pressures for Change and Prospects for Survival and Revitalization
Institutions are the building blocks of social order; they shape, govern and legitimize behaviour. Not only do they embody social values but they also reflect historical compromises between social groups negotiated by key actors. It thus comes as no surprise to find major differences in the institutional arrangements of today’s capitalist societies. These differences apply especially to employment institutions, which shape the exchange of human l…
From the’ sick Man’to the ‘Overhauled Engine’ of Europe? Upheaval in the German Model
For most of the 1960s–80s the Federal Republic of Germany was regarded both at home and abroad as one of the countries that had been particularly successful in combining economic growth and social equality. For many economists and social scientists Germany was the exemplar of ‘Rhenish capitalism’ (Albert, 1992) which, by virtue of the ‘beneficial constraints’ (Streeck, 1997) imposed on German capital by strong labour unions and institutions, fost…

Kaum bekannt ist, dass sich die unterschiedliche Struktur des deutschen Arbeitsmarktes erst in den letzten Jahrzehnten herausgebildet hat. European employment models under pressure to change
“National employment models” comprise the whole range of institutions that determine labour supply, utilization and demand in different countries. Based on a study of existing typologies of these models, this article explores their workings and their capacity to survive pressures for change. It compares different models’attempts to safeguard decent working conditions in the face of product‐market deregulation and rising employment rates of women …

Vocational training and the labour market in liberal and coordinated economies
In recent decades, the differences between the education and training systems in the liberal and coordinated market economies have increased. It is not possible to understand such different developments by focusing exclusively on the internal dynamics of vocational and general education systems. Vocational education and training (VET), and particularly apprenticeship systems rather than school‐based VET, are deeply embedded in the different natio…
