In this article, we consider how engagement with Muslims by the state has been conducted under the UK government's counter-radicalisation ‘Prevent’ agenda. New Labour's ‘hearts and minds’ approach to Prevent emphasised, and innovated, engagement with Muslim ‘communities’.
