Navigating in the global discourse
This article examines Sweden's COVID-19 strategy from the perspective of the global epistemic field. We propose that the policy choices of national governments are conditioned by the global epistemic field that constitutes the problem, the range of potential techniques to handle it, and relevant viewpoints used in assessing their advantages and risks. This article contributes to the periodization of 'scientization' by scrutinizing how international organizations (IOs) have evolved into such scientific authorities as many of them are today. The authors examine the Organisation for Economic Co-operation and Development (OECD), and its Economic Surveys during the period 1965-2015. The study sheds light on how scientific authority manifests in IOs' reporting and policy recommendations directed at …

The paper examines the role of PISA in the globalisation of education policies. It approaches the question by assessing the effects of PISA on the ways in which new legislation was debated in national contexts in the period 1994–2013. The article scrutinises the European Commission’s Single European Sky (SES) initiative from a neoinstitutionalist epistemic governance perspective. The focus is on the rhetorical tools actors deploy in accounting for SES and the problems in it. The paper addresses the question whether national decision-making has become increasingly interdependent in recent decades, and what role "world models" play in any such trend. These questions are scrutinised by utilising the "Historic Hansard" corpus, which contains all records of the UK Parliament from 1803 to 2005, complemented by other corpora. This study examines the Finnish media debate surrounding the OECD-led PISA Study during the periods 2001–2009 and 2013–2014. The empirical focus of the study is on how debaters dissatisfied with Finnish education have justified their criticism in the context of debating PISA and how the justifications used have changed as Finland’s PISA ranking has changed.
