  • Poverty and Social Impact Analysis by the IMF

    Robert Gillingham•BOOK•Poverty and social impact…•2008

The Poverty Reduction and Growth Facility (PRGF) is used by the IMF to provide support for countries’ implementation of their poverty reduction and growth strategies. A key requirement in the design of PRGF programs is understanding the effects of reform program measures on vulnerable groups—particularly the poor—and how to devise measures to mitigate any negative effects. Poverty and social impact analysis (PSIA) is a critical instrument for pur…

  • The Effect of Errors in the CPI on Social Security Finances

James E Duggan, Robert Gillingham•ARTICLE•Journal of Business and Economic…•1999

This article provides detailed estimates of the effects of measurement bias in the Consumer Price Index (CPI) on the Social Security trust funds. Not including the effect of the housing error in the CPI, the estimated overpayment of benefits in 1997 was $26 billion, and, taking interest into account, the total drain on the Old-Age, Survivor and Disability Insurance (OASDI) Trust Funds was $55 billion. At the end of 1997, the present value of the …

  • The Impact of Direct Taxes on the Cost of Living

Robert Gillingham, John Greenlees et al.•ARTICLE•Journal of Political Economy•1987•Cited by: 2•References: 2

In this paper, the authors define a cost-of-living index including direct taxes. They show its relationship to the traditional index and demonstrate how nonconsumption costs are properly treated. They t hen define a fixed-weight approximation, a tax and price index (TPI). Using federal, state, local, and social security tax rates for 1967- 85, the authors construct annual TPI series based on household data. They find that inclusion of direct taxe…

  • Measuring the Cost of Shelter for Homeowners

Robert Gillingham•ARTICLE•The Review of Economics and…•1983

RECENT economic developments have aroused substantial interest in the treatment in the Consumer Price Index (CPI) of the cost of shelter for homeowners.' From December 1977, when the latest version of the CPI was introduced, until December 1980, the all-items CPI increased at an average annual rate of 11.6%, while the homeownership component increased at an average annual rate of 16.2%. Relative to all of the other goods and services in the CPI, …

  • The Short-Run Residential Demand for Electricity

Roberta Barnes, Robert Gillingham et al.•ARTICLE•The Review of Economics and…•1981

The model of short-run residential demand for electricity combines price-schedule information obtained from the Federal Energy Regulatory Commission with household-specific data from the 1972-73 Consumer Expenditure Survey to determine the household's level of electricity consumption and relate it to the household's demographic profile and appliance stock. The overall short-run price-elasticity estimate of -0.550 supports existing findings that s…

  • Estimating Inter-city Differences in the Price of Housing Services

    Open Access•Robert Gillingham, John Greenlees et al.•ARTICLE•Urban Studies•1981•Cited by: 1•References: 3

This paper reconsiders an approach to inter-area house price index construction applied by Harvey Rosen in a recent article in Urban Studies. Rosen's cost function-based approach is shown to rely upon certain implicit assumptions regarding consumer preferences and housing production technology. Using FHA home purchase data, we estimate a more general production model and generate alternative inter-area indexes. Based on our results, Rosen's produ…
