Reform Without Transformation: The EU’s Diminishing Leverage in the Western Balkans
This article explains why the European Union has not replicated Central and Eastern Europe’s (CEE) transformation in the Western Balkans (WB6). Drawing on the original External Incentives Model (EIM) conditions, the article argues that a different political climate in the WB6 requires attention to additional contextual conditions within the EIM framework to show how the weakened linkage between compliance and rewards emerges. Geopolitical enlarge…
Consociationalism as a minimal benchmark for normative theory
This article argues that consociationalism, an instrument for managing deeply divided societies, can also be understood as a form of minimal normative political theory. Drawing on Arend Lijphart's consociational model of democracy and juxtaposing it with the heavyweight theoretical models of John Rawls and Jürgen Habermas, the article presents the model not merely as a functional compromise but as a morally grounded framework suited to contexts o…
The social role of love in the teachings of erich fromm and pitirim Sorokin
Drawing on the relevant literature, the authors of this paper explore the interpretations of the concept of love in the theories of Erich Fromm and Pitirim Sorokin. Using a comparative historical method and a hermeneutic approach, they analyze the similarities and differences in how the concept of love is understood in their respective texts. Both thinkers share a critical attitude towards contemporary society: while Fromm criticizes its deep ali…
Local Activism Goes Digital in Authoritarian Setting: The Use of Digital Platforms in Place-Based Conflicts in Russia
Grassroots activism constitutes the backbone of civil society across political regimes. While many studies explored the role of social media and digital platforms in social movements, we focus on the ways local activists use these social media platforms to organize collectively against unwanted urban development. Localized (place-based) contention differs from large-scale social movements: it is less endowed with resources and it is directly rela…
Varieties of Russian Activism: State-Society Contestation in Everyday Life
Subnational Coercion during Aleksei Navalny’s Presidential Campaign in Russia
In this article, we study the subnational variation in the deployment of the politically motivated coercion during Aleksei Navalny’s 2017–18 presidential campaign in Russia. We posit that the strategic consideration behind the use of coercion helps to explain why some subnational authorities relied heavily on repressive tactics while others abstained from it. As regime agents aim at preventing mobilization from escalating, in resource abundant lo…
Legal and Political Contradictions in Kosovo: Limits of the Brussels Agreement
The present tensions in Belgrade-Pristina relations highlight the relevance of consensus regarding the question of Kosovo. This article argues that unilateral decisions produce anti-debates by introducing the thesis that Kosovo is a unique case and impose various legal dilemmas that engender discrepancies between legal documents and practice. Drawing from the indisputable achievements of the EU, the article argues that there is a “silent” consens…
An analysis of Aleksandar Vučić’s 2019 national assembly speech
Analysing the speech of Aleksandar Vučić delivered in the National Assembly on 28 May 2019, this paper argues that his aim is to re-establish nationalist discourse in Serbia. Vučić uses only the negative common features of Serbs as a foundation for the emotional continuity of the nation while ignoring existing attachments such as the territorialization of memory and sanctification of territory. Furthermore, since he believes that the question of …
Open Balkan: Objectives and Justifications
The paper discusses Open Balkan, an initiative led by Albania, North Macedonia, and Serbia. The starting point is a review of the historical developments of regional initiatives since 1996, which reveals the process tendencies such as ownership transfer from the EU to the region, overlapping goals among initiatives, and an agenda shift from fundamental to more comprehensive and progressive targets. The central argument of the paper is that while …

The Washington Agreement: A Supplementary document to the EU effort in Kosovo
This paper analyses the Washington Agreement (WA) in the context of European Union (EU) efforts to facilitate the dialogue between Kosovo and Serbia. The starting point is based on the idea that EU-led negotiations seek consensus between leadership in Belgrade and Pristina, as opposed to unilateral or imposed solutions. The central question is as follows: is the WA a supplementary document to the Brussels process? While certain points of the agre…

Kosovo: A Silent European Consensus
The present tensions in Belgrade–Pristina relations highlight the relevance of a consensus regarding the question of Kosovo. This article argues that the cyclical nature of Kosovo’s history has been muted by the thesis ‘Kosovo is a unique case’ which through unilateral decisions produced various legal schizophrenias. These legal schizophrenias embodied in a power triangle—Ahtisaari Plan–European Union Rule of Law Mission in Kosovo (EULEX)–Kosovo’…

The Roots of the Grass: Patterns of Grassroots Urban Mobilization in Russia
Based on the analysis of over 500 cases of grassroots mobilization in Russian cities in 2012–2014, the author analyzes basic characteristics of urban protests and their patterns. The data demonstrate that mobilization against construction projects is the most frequent one, followed by the protests against the demolition of the recreational areas, insufficient quality of municipal services, and degradation of transport infrastructure. Also of high…
