The epistemic power of the police
This article uses movements against police brutality as a starting point to rethink our theorizations of police power, asking how the police maintain their dominance over oppressed groups, and what it takes to challenge it. I argue that an important, but undertheorized dimension of police power is epistemic power, the ability to control what is known and what remains unknown about policing practices. Epistemic power derives from (1) the police's …
Antiracism without Races: How Activists Produce Knowledge about Race and Policing in France
Scholars have argued that anti-racialist ideologies - which deem racial categorization dangerous and racist - are an obstacle to antiracism, because they make race and its effects invisible, and obscure institutional and structural racism. This paper reexamines this argument empirically, by analyzing how activists resist 'racial ignorance' and produce knowledge about race in anti-racialist contexts. Drawing on race scholarship, social movement th…
Legal mobilization and branches of law: Contesting racialized policing in French courts
When activists use the law to promote social change, how does the branch of law (criminal law, civil law, etc.) matter for movement outcomes? To examine this question, the article builds on legal mobilization scholarship, and on a qualitative study comparing three litigation strategies to contest racialized policing in France: mobilizing criminal law to hold officers accountable for police killings, mobilizing civil law to sue the state for racia…
A Multidimensional View of Legal Cynicism: Perceptions of the Police Among Anti-harassment Teams in Egypt
In Egypt in 2012, several anti-harassment groups were established to respond to an increase in sexual violence in public spaces and to the failure of the state to tackle the issue. Anti-harassment groups organized patrol-type intervention teams that operated during demonstrations or public celebrations to stop sexual assaults. This article examines how activists perceived the police in five anti-harassment groups between 2012 and 2014, and the ro…
