  • Disaster aid and rental assistance

Open Access•Qing Miao, Kelsea Best et al.•ARTICLE•International Journal of Disaster…•2026

This study examines the distribution of U.S. federal disaster assistance for homeowners and renters, as well as non-disaster rental assistance following disasters. We show that the Individual and Household Program (IHP) and Small Business Administration (SBA) disaster loans, while available to both groups, provide substantially more assistance to homeowners than renters. Using ZIP code-level longitudinal data, we find that allocations of IHP aid …

Open Access•Qing Miao, Kelsea Best et al.•ARTICLE•The American Review of Public…•2025•References: 9

In recent years, the U.S. federal government has increasingly used the Community Development Block Grant-Disaster Recovery (CDBG-DR) program, administered by the Department of Housing and Urban Development (HUD), as a vehicle for distributing aid to disaster-affected communities. Disasters can affect local government spending and revenue streams and also trigger land-use changes with enduing fiscal implications. This paper examines the aftermath of Hurricane Sandy and the subsequent New York state buyout and acquisition programs, focusing on their impact on the local fi…

  • Managed Retreat in the Face of Climate Change

Qing Miao, Meri Davlasheridze•ARTICLE•Natural Hazards Review•2022

Managed retreat from hazardous areas is a long-term strategy for mitigating natural disaster risks and adapting to climate change. In the United States, managed retreat is often sponsored by governments through acquiring properties in the aftermath of a major disaster event. This study empirically examined the institutional factors that influence government buyouts of floodplain properties across US counties, with a particular focus on local fisc…

Open Access•Meri Davlasheridze, Qing Miao•ARTICLE•Journal of Regional Science•2021

It has been widely recognized that socially disadvantaged populations are highly vulnerable to natural disasters. Nonetheless, little is known about how disasters affect housing affordability, particularly for those who depend on public housing. Using a national sample of counties over the period 2005–2016, this study examines the effects of flooding and federal disaster aid on the provision of public housing across the United States. We estimate…

Cartographic display of cross-scale phenomena and user-centered design are considered through a discussion of the development of an interactive web map depicting local-to-national economic impacts of hurricane storm surge events in Galveston Bay, Texas. Map development and design (as informed by stakeholder focus groups) is described, including approaches to presenting complex, cross-scale impacts of surge events across multiple years and scenari…
