The impact of a minimum wage increase on hours worked: Heterogeneous effects by gender and sector
A minimum wage increase could lead to adverse employment effects for certain subgroups of minimum wage workers, while leaving others unaffected. This heterogeneity could be overlooked in studies that examine the overall population of minimum wage workers. In this paper, we test for heterogeneous effects of a minimum wage increase on the hours worked of minimum wage employees in Ireland. For all minimum wage workers, we find that a 10% increase in…
Covid-19 employment disruption and area-level deprivation
There is an ever growing literature on how those living in deprived areas were affected to a greater extent by the COVID-19 pandemic, in terms of both the health and the economic impacts. Based on the latter, we investigate the spatial patterns of employment disruption due to COVID-19 and the relationship with area-level deprivation in Ireland. Using a unique administrative dataset, we examine if area-level deprivation affected the proportion in …
Barriers to social inclusion and levels of urbanisation: Does it matter where you live
This paper investigates the occurrence and nature of barriers to social inclusion in distinct geographical settings. Utilising a unique administrative dataset from Ireland’s dominant social inclusion programme, this study examines how location impacts the occurrence of these barriersat a small-area level. Ireland’s high growth rates have raised concerns about uneven effects, making it an interesting case study for ‘left behind’ places. The findin…
The effectiveness of a second-chance education scheme as an unemployment activation measure: Evidence from Ireland
Using a matching framework and high-quality administrative longitudinal and survey data, we evaluate the effectiveness of a second-chance education opportunity scheme, the Back to Education Allowance (BTEA), in assisting jobseekers to find employment on completion of their course. The results from two separate datasets indicate that BTEA scheme participation had large negative consequences for subsequent employment transitions. Further analysis r…
The determinants of degree programme satisfaction
Using a unique European dataset for graduates, this paper examines the determinants of college satisfaction and investigates the relative importance of human capital, course composition, and subsequent employment outcomes. We find that aspects of the degree programme related to the mode of teaching and personal development were considerably more important in determining college satisfaction, relative to the field of study, or the subsequent jobs …
Educational expansion and overeducation of young graduates: A comparative analysis of 30 European countries
This study uses quarterly EU Labour Force Survey data for 30 countries over the period 2000 to 2016 to examine the relationship between changes in the composition of educational attainment and overeducation rates among new labour market entrants holding post-secondary and tertiary qualifications. We find that tertiary education expanded rapidly across our sample, while the proportion of young people with lower levels of education fell gradually t…

Skills Mismatch: Concepts, Measurement and Policy Approaches
The term skills mismatch is very broad and can relate to many forms of labour market friction, including vertical mismatch, skill gaps, skill shortages, field of study (horizontal) mismatch and skill obsolescence. In this paper, we provide a clear overview of each concept and discuss the measurement and inter‐relatedness of different forms of mismatch. We present a comprehensive analysis of the current position of the literature on skills mismatc…

Five Characteristics of Youth Unemployment in Europe: Flexibility, Education, Migration, Family Legacies, and EU Policy
Current levels of youth unemployment need to be understood in the context of increased labor market flexibility, an expansion of higher education, youth migration, and family legacies of long-term unemployment. Compared with previous recessions, European-wide policies and investments have significantly increased with attempts to support national policies. By mapping these developments and debates, we illustrate the different factors shaping the f…
Born abroad and educated here: Examining the impacts of education and skill mismatch among immigrant graduates in Europe
This paper examines the wage and job satisfaction effects of over-education and overskilling among migrants graduating from EU-15 based universities in 2005. Female migrants with shorter durations of domicile were found to have a higher likelihood of overskilling. Newly arrived migrants incurred wage penalties which were exacerbated by additional penalties resulting from overskilling in the male labour market and overeducation in the female labou…
Transitions to long-term unemployment risk among young people: Evidence from Ireland
Many young people have short spells of unemployment during their transition from school to work; however, some often get trapped in unemployment and risk becoming long-term unemployed. Much research has been undertaken on the factors that influence unemployment risk for young people during their school-to-work transition. However, very little is known about the factors associated with long-term unemployment (LTU) risk for those youths who become …
Overeducation in the Labour Market
This paper presents a review of the literature on overeducation. The paper assesses the consistency of overeducation within the context of a number of theoretical frameworks including Human Capital Theory (HCT) and Assignment Theory. The analysis goes on to discuss the various measurement controversies associated with the study of overeducation in order to provide an assessment of the extent to which the impacts of the phenomenon represent an eco…
Small Firm Growth in the UK Regions 1994-1997: Towards an Explanatory Framework
H ART M. and M C G UINNESS S. (2003) Small firm growth in the UK regions 1994-1997: towards an explanatory framework, Reg. Studies 37 , 109- 122. This paper examines the scale of regional variations in small firm growth in the United Kingdom in manufacturing and services over the period 1994-97. An attempt is made to develop a theoretical framework to explain these variations and to provide an empirical test with the use of multivariate technique…
