  • The Political Dynamics of Inclusion: Noncitizen Workers in Ethnocratic States

Open Access•Assaf Shlomo Bondy, Jonathan Preminger•ARTICLE•Work Employment and Society•2026•References: 11

Research into migrant workers suggests noncitizens are subject to tensions between their inclusion for labour and their exclusion as the ethnic ‘other’. These tensions are held in balance by a stable configuration of state and social actors. However, a security crisis provides an opportunity for actors to shift the balance towards their interests and is likely to strengthen the exclusionary logic. We analyse the labour market in Israel/Palestine …

  • Internal Borders and the Shaping of Noncitizen Workers in the Context of Ethnonational and Territorial Conflict

    Open Access•Jonathan Preminger•ARTICLE•Work Employment and Society•2025•References: 51

This article explores the role of internal borders in shaping conditions for noncitizen workers in the context of ethnonational and territorial conflict. Based on research in Israel/Palestine and drawing on recent scholarship that problematises essentialist understandings of borders, the article asserts that working conditions are shaped by bordering practices which constrain the activities of social actors and determine the legitimacy of organis…

  • Migration and Demos in the Democratic Firm: An Extension of the State-Firm Analogy

    Open Access•Patrick Joseph Luke Cockburn, Jonathan Preminger•ARTICLE•Political Theory•2023•Cited by: 3•References: 36

Debates around the state-firm analogy as a route to justifying workplace democracy tend toward a static view of both state and firm and position workplace democracy as the objective. We contend, however, that states and firms are connected in ways that should alter the terms of the debate, and that the achievement of workplace democracy raises a new set of political issues about the demos in the democratic firm and “worker migration” at the bound…

  • Conflicting Imperatives? Ethnonationalism and Neoliberalism in Industrial Relations

    Open Access•Jonathan Preminger, Assaf Shlomo Bondy•ARTICLE•Industrial and Labor Relations…•2023•Cited by: 3•References: 51

Based on a case study of non-citizen Palestinian workers in the Israeli construction sector, this article explores the dynamic relationship between the exclusionary imperative of ethnonationalism and the inclusionary imperative of neoliberalism. The authors argue that these imperatives together constitute a heuristically useful framework that can help to explain the choices of social actors and the constraints on these choices, as well as the app…

  • ‘Ideational power’ as a resource in union struggle

    Open Access•Jonathan Preminger•ARTICLE•Industrial Relations Journal•2020

Contributing to our understanding of ideas as power resources in union struggle, this article analyses a labour dispute in Israel's shipping industry. The article follows the union's foregrounding of a specific idea of the state contained within the collective understanding of Israel's history, by which the union legitimised its position in the dispute and significantly influenced a government decision. The article therefore suggests that ideas c…

  • Meritocracy in the service of ethnocracy

    Jonathan Preminger•ARTICLE•Citizenship Studies•2020•Cited by: 4•References: 41

Contributing to scholarship on differential citizenship of minority groups, this article asserts that the meritocracy discourse provides a discursive ‘cover’ for tensions between the economic imperative to integrate and the political desire to exclude ethnic minorities. Analysing the incorporation of Israeli Arabs in hi-tech, the epitome of an inclusive, ethnicity-blind enclave, the article claims that this meritocracy discourse celebrates divers…

  • Labor in Israel: Beyond Nationalism and Neoliberalism

    Jonathan Preminger•BOOK•Labor in Israel•2018

This book analyzes worker organizing and union revitalization following the decline of neocorporatism, the transformation of industrial relations and the rise of neoliberalism. Given labor’s critical role in the Zionist state-building project, it also discusses organized labor’s relationship to the political community in light of Israel’s complex relations with the Palestinians. The book asserts that despite the weakening of trade unions and the …

  • Israel’s Recent Unionizing Drives

    Jonathan Preminger•ARTICLE•Israeli Studies Review•2018•Cited by: 1

In light of the labor movement’s prominence in Israel’s history, the recent resurgence of unionizing activity after some 30 years of organized labor’s decline has caused much scholarly debate. However, scholars have paid insufficient attention to political ‘climate’, the wider social context, and the ‘battle of ideas’. This article therefore discusses the status of organized labor in media discourse, the rhetoric against the labor courts, liberal…

  • Effective citizenship in the cracks of neocorporatism

    Jonathan Preminger•ARTICLE•Citizenship Studies•2017•Cited by: 7•References: 28

Citizenship is increasingly investigated not just in terms of rights and duties, but as contentious, evolving and continuously forged anew. This article analyzes an Israeli High Court ruling from 2007 to show how a liberal, human rights-based discourse enabled effective citizenship within neocorporatist frameworks for those outside the formal political community. The ruling, which extended Israeli labor law to Palestinians in the Israeli-occupied…
