Fighting Terrorism at Source: Using Foreign Aid to Delegate Global Security
Provoking insurgency in a federal state: Theory and application to India
Reflections on Africa’s Wars
This article reflects on the civil wars in Africa, the continent with the greatest problem. It concentrates on the importance of governments' ability to commit to transfers to avoid war, and the role which international organizations, domestic institutions, and even individual leaders can play in enhancing that ability to commit. Africa, in particular, has been the theater of many civil wars since the end of the cold war, while it remains the mos…

Foreign Aid Versus Military Intervention in the War on Terror
This article presents a theoretical framework and some empirical results showing that the level of foreign aid received reduces the supply of terrorist attacks from recipient countries, while U.S. military interventions are liable to increase this supply. Due account is taken of endogeneity problems in producing these results. They suggest that Western democracies, which are the main targets of terrorist attacks, should invest more funds in forei…

Looting and Conflict between Ethnoregional Groups: Lessons For State Formation in Africa
A game-theoretic model is analyzed for discussing the determination of looting and fighting activity during a civil war between two ethnoregional groups. The Nash equilibrium of this game emphasizes population size, production capacity and productivity, and access to external funding as the main determinants of the size of the armies and the intensity of looting activity. The Nash equilibrium of the game between the two warlords involves an exces…
Violence Against Civilians in Civil Wars: Looting or Terror
This article analyses the motives of violence against civilians during internal wars. It is suggested that soldiers may terrorize civilians because they need the loot to augment their resources while the rest of the time is engaged in fighting proper. An alternative hypothesis suggests that terrorizing the civilian population plays a direct military role. The displacement of large fractions of the civilian population reduces the fighting efficien…
The Redistributive State and Conflicts in Africa
This article argues that ethnic problems are only one aspect of political violence in Africa, while violent conflicts must be considered a failure of the state to perform some of its fundamental tasks. State formation in Africa is a transition process starting from an institutional endowment of ethnic division. Ethnic capital in Africa ensures the provision of many of the services that a modern state has taken over in rich countries, e.g. securit…

[eng] A simple analytical model is presented where the rebellion activity of the political opponent is an increasing function of the prédation and repression activity of the government, and a decreasing function of its redistribution activity. These predictions are tested on national African data, using a probit model, and are not rejected. Lastly it is shown that political risk, measured by the probability of political violence erupting, has …

[eng] Macroeconomic impact of commercial policy in disequilibrium Jean-Paul Azam Four fixprice equilibrium regimes appear with the introduction of imported intermediate goods. Firms behaviour is different in each of them. In a particular sense, labour and intermediate inputs can be substitutes or complements according to the type of equilibrium. The analysis emphasises the role of a tariff on imported inputs and that of outlets. Full employment c…

The interaction between macroeconomic and agricultural sector reforms is of vital importance to developing and East European economies, whose agricultural sectors account for major shares of economic activity and income.
