Techno-functionalism and the varieties of regional resilience in Latin America: Comparing the Pacific Alliance and Sica
Latin America: Liquid regionalism and contested regional authority
Latin American regionalism is in flux. Regional organizations and forums have experienced crises—some have become paralyzed, while others have disintegrated. Against this backdrop, the concept of liquid regionalism has gained traction. This article explores the analytical value of the concept, examining how it can be operationalized and applied to the current configuration of Latin American regionalism. While liquid regionalism captures important…
The Resilience of Latin American Regionalism: A Neofunctionalist Perspective
Latin America has seen both recurrent crises and a surprising resilience of its regional organizations. This article explores how different approaches have attempted to explain this seemingly paradoxical record. Combining insights from European Union (EU) studies and comparative regionalism, we ask whether neofunctionalism as a theoretical approach developed for the study of the EU can travel across the Atlantic and enrich the analysis of Latin A…
China’s mask and vaccine diplomacy in Latin America: A success story
The article offers a differentiated and encompassing assessment regarding China's mask and vaccine diplomacy as part of a strategy to advance its interests in Latin America. It revises the extant literature on the topic and provides a broad overview of the state of research. While most studies only cover the period until mid-2021, this article provides a comprehensive compilation of descriptive statistics on shipments and donations of COVID-19 va…
Resilience to crisis and resistance to change: A comparative analysis of the determinants of crisis outcomes in Latin American regional organisations
Latin American regionalism displays a long history of crises, which have affected almost all regional organisations (ROs) across different waves of regionalism. The article conducts the first comparative analysis of the outcomes of crises in Latin American ROs across time, tackling the following questions: What have been the outcomes of the crises faced by Latin American ROs? Under what conditions does a crisis result in the survival or breakdown…
Unasur: An Eclectic Analytical Perspective of its Disintegration
Objective/Context: This article aims to explain the causes of the virtual disintegration of the Union of South American Nations (UNASUR) from the perspective of analytical eclecticism. It is part of the growing literature around the debate on the end of International Relations theory in which analytical eclecticism and integrative pluralism emerge as viable but contested explanatory strategies. Methodology: Based on recent historical evidence and…
From the summits to the plains: The crisis of Latin American Regionalism
Paraphrasing the German poet Bertolt Brecht's 1949 poem “Wahrnehmung”,1 it can be said that for Latin American regionalism, the fatigue of the summits has been left behind; it must now cope with the labors of the plains. The days when Latin American presidents socialized frequently at summit meetings are long gone. In the golden age of summitry, between 2004 and 2012, four Summits of the Americas, six Latin American summits, 29 South American sum…
To lead or not to lead: Regional powers and regional leadership
Recent trends demonstrate that states with sufficient capabilities to be granted regional power status by its peers (primarily other states within their region) can nonetheless renounce regional leadership. This article analyzes the puzzling behavior of these detached or reluctant regional powers. We argue that resorting to an approach grounded in neoclassical realism is helpful to explain why regional powers might not exercise leadership. In thi…
How regional organizations cope with recurrent stress: The case of South America
Barely 15 years after the 2008 financial crisis and in a context of rising nationalism, regional organizations are facing multiple challenges. This article introduces an analytical framework that systematizes stressors and identifies characteristics that might help regional organizations to cope with stress. It draws on psychological models of how individuals cope with stress to explore how regional organizations grapple with a sequence of stress…
Mercosur and the Eu: The False Mirror
The relations with the European Union (EU) began almost with the Mercosur's creation. After signing a first framework agreement in 1995, the EU and Mercosur began negotiating a comprehensive interregional partnership with a free trade agreement since 1999. Negotiations were conducted with ups and downs, suspended, and resumed over a period of more than 20 years, and up to Mercosur's 30th anniversary there is still no free trade agreement ratified…
Regionalism Under Stress: Europe and Latin America in Comparative Perspective
Despite ample evidence of breaches of the rule of law by governments in Hungary and Poland, and widespread calls for action, EU institutions have been slow to respond. This paper argues that interinstitutional dynamics create a powerful impediment. Activating the rule of law mechanisms requires the alignment of the decisions of three EU institutions. Internal decision-making responds to different rationales in each institution and factors explain…
Costs and Benefits of Overlapping Regional Organizations in Latin America: The Case of the OAS and Unasur
This article investigates whether the overlapping of intergovernmental regional organizations in Latin America with regard to membership and mandate is harmful or beneficial to regional cooperation (with a special focus on mediation in domestic and international conflicts). The article begins by systematizing the discussion about the possible risks and potential benefits of overlapping regional organizations, and then outlines hypotheses that can…
Unasur: Regional Pluralism as a Strategic Outcome
South America features a very particular regional architecture, one which is characterised by the proliferation and overlapping of regional organisations, with UNASUR at the centre. UNASUR is an intergovernmental organisation with no supranational institutions. The article will argue that institutional flexibility, which is both a core element of South American regionalism and a specific institutional feature of UNASUR, corresponds with the key i…

Overlapping regional security institutions in South America: The case of OAS and Unasur
The Union of South American Nations (UNASUR) has positioned itself as a regional security organization aimed at reducing the influence of the Organization of American States (OAS) in South America. At the same time, the OAS paradoxically serves as a model for UNASUR because of its operational capacity and its legitimacy as a regional organization. This article analyzes the seemingly contradictory tendencies of replication and dissociation that UN…
Paraguay and the Politics of Impeachment
On 22June 2012, President Fernando Lugo of Paraguay became the 16th president in a Latin American “third wave” democracy to not finish his term. Lugo was impeached in a hasty process approved by an overwhelming congressional majority. International reactions spearheaded by the South American left were condemnatory, labeling the impeachment an “institutional coup.” This article compares the Lugo impeachment to the other presidential breakdowns in …

Bicameralism in the Americas: Around the Extremes of Symmetry and Incongruence
Bicameral legislatures have recently attracted considerable attention in comparative literature. However, this increased interest has been uneven and insufficient to close the many gaps existing in this area of research. Latin America, a continent with a long tradition of bicameralism, has been all but ignored. This study develops a system of scores with which to measure the strength of the bicameral systems of the Americas. Twelve cases are exam…
