Writing and "papers" were first encountered by the Tlingit through contacts with European explorers and traders in the late eighteenth century. In 1971, the U.S. Congress passed the Alaska Native Claims Settlement Act (ANCSA) in order to resolve a long standing dispute over land ownership in Alaska.
