Response to Angela Ju’s Review of Framing Refugees
Frames and arguments on the admission of refugees
Systematic cross-national analyses of political debates on the admission of refugees and asylum seekers require a theoretically coherent and empirically comprehensive typology of frames and arguments used. The paper proposes such a typology of frames and arguments used by governments, opposition parties and social movements in public debates on the admission of refugees. We argue that the collective identity and characteristics of the receiving c…
Framing Refugees
After the catastrophic experiences of World War II, the Human Rights Declaration of 1948 defined the right to seek asylum as a fundamental human right. However, not all countries comply with the requirements of international refugee law. While some open their borders and grant protection, others keep their borders completely closed, and yet others admit some groups of refugees while excluding others. How can we make sense of these different respo…
Language and symbolic boundaries among transnational elites
Previous research has asked whether European integration leads to the formation of a new kind of ‘transnational class’ or ‘elite’ in and around the European institutions in Brussels. This paper focuses instead on intra‐group distinctions and symbolic boundaries between EU professionals from different countries. Drawing on Bourdieu’s notion of language as a marker of distinction, it argues that language continues to be a resource for symbolic boun…
Why do states discriminate between refugee groups? Understanding how Syrian and Ukrainian refugees were framed in Germany and Poland
Previous studies hypothesize that countries discriminate between refugee groups of different backgrounds depending on cultural similarity to the host population and whether they flee from a rivaling regime. We argue that these explanations miss how political actors frame the collective identity of the host nation and the refugees in political discourse, and the nation state-specific cultural repertoires they draw on. The different responses of th…

Forced migration to Germany
The rapidly increasing numbers of refugees and asylum seekers in Europe since 2014 have given the topic of refugee migration heightened public and scholarly attention. Starting from the observation that the legal status and rights of refugees from Ukraine differ markedly from those from Syria and other Middle Eastern and North African countries, this special issue inquires about external and internal bordering processes, as well as the lived expe…
Migration and the plurality of ethnic boundary work
Most research on migration and ethnic boundaries is concerned with boundaries between a specific migrant minority and the ‘majority society’ in the destination country. However, migrant groups are not homogenous; within-group boundaries that are relevant in their context of origin may also play a role in the host context. Focusing on migrants from former Yugoslavia, we analyse the relevance of ethnic boundaries between Bosniaks, Serbs and Croats …
National symbolic capital in a multinational environment. An exploratory study of symbolic boundaries at a European school in Brussels
Despite processes of Europeanisation in education aimed at reducing symbolic boundaries of nationality among Europeans, countries continue to be judged in terms of their reputation or “symbolic capital”. Based on qualitative group interviews with students at a European School in Brussels, a unique institution educating the future citizens of Europe, we investigate to what extent the symbolic capital attributed to the students’ national background…
