The African Gender and Development Index
In 2004 the African Union adopted an innovative gender index, the Afriacn Gender and Development Index (AGDI). It is composed of the quantitative Gender Status Index (GSI) and the qualitative African Women's Progress Scorecard (AWPS). The tool is built on the use of national data collected by a national team of specialists. Since the beginning three cycles of implementation have occurred. After the last cycle the AGDI was revised. In this article…
Variety and change of patterns in the gender balance between unpaid care-work, paid work and free time across the world and over time
A measure of wellbeing cannot be reduced to the use that individuals make of their time, and some authors have warned that such an indicator is only of value in combination with a subjective measure of wellbeing. Drawing on data from some 200 time-use surveys collected in more than 80 countries over the last 5 decades, the paper aims to identify the permanencies and differences in the various time-use regimes across the regions of the world. The …

Jacques Charmes — African women, economic activities and labour : From invisibility to recognition Measuring women's work remains an enduring problem though recent efforts have begun to yield fruit. Rates of women's employment are still far from being translated into gdp terms, which would otherwise be the logical outcome. Since the Beijing Conference in 1995, we see the emergence of the notion of labour, broadly defined, which underscores the ge…
Measuring Women's Empowerment
This paper describes work underway to enrich the present tools to measure women's empowerment -- particularly the Gender-related Development Index (GDI) and the Gender Empowerment Measure (GEM). The authors are developing an African Gender and Development Index (AGDI) on behalf of the Economic Commission for Africa, which is to be launched in 2004. The paper begins with a discussion of gender and power concepts, and then introduces a Women' s Emp…
Mauritanian economy at the risk of informality. Following the setbacks of economical development, the structural adjustement programmes ini¬ tiated in 1984 was jeopardized by several factors. In 1992, Mauritania ranked 93rd on the World Bank scale and 161st on the UNDP. Confronted to a very high and ever increasing unemployment rate, the informal sector is widening tremendously, especially its tertiary sector, and employs almost three quaters of …

Jacques Charmes, The Informal Sector : New Concern for Development Policies ? The "informal sector" is an expression invented to denote small scale economic activities undertaken by rural migrants for whom the capitalist and urban administrative sector has not been able to furnish regular employment. Although it was supposed to disappear when modernization occur ed, the economic crisis and structural adjustments to it made the informal sector the…
