Democratizing Risk Governance
This open access book focuses on the democratization of risk assessment, management, and communication and includes examples from three policy fields
Cultural Policy
Canada–United States Energy Relations
Energy policy-making has become ever-more challenging over the last three decades, comprising a larger and more complex set of inter-related dimensions. Energy policy-makers have to deal with energy as a discrete market sector, pursuing competitive, efficient, safe, and affordable energy. They also have to address environmental imperatives, ensuring energy is developed with due regard for sustainability, ecosystems, air quality, climate change, a…
The “Neoliberal Turn” in Provincial Cultural Policy and Administration in Québec and Ontario
This article examines the influence of neoliberalism on cultural policy in Québec and Ontario. It explores the origins and specificities of government intervention in the cultural sector in each province and then analyzes the extent of the “neoliberal turn” and its impacts on cultural policy since the 1980s. The authors argue that while both provinces have been influenced by neoliberalism, neither has rejected the traditional cultural and social …
Toward Subnational Comparative Cultural Policy Analysis
Comparative policy analysis is an underdeveloped field of study in Canadian policy scholarship at the national and subnational levels. Cultural policy research is also underdeveloped in Canada, particularly at the provincial level. This article aims to contribute to the development of subnational comparative cultural policy analysis by assessing the analytical value of utilizing national-level cultural policy approaches as referents for provincia…
Can national cultural policy approaches be used for sub‐national comparisons? An analysis of the Québec and Ontario experiences in Canada
There has been relatively little comparative research undertaken on sub‐national cultural policy. This article aims to contribute to the development of sub‐national comparative studies by assessing the utility of national cultural policy approaches for comparative research at the sub‐national level in Canada. Drawing on studies of national cultural policy, the authors develop three main approaches to cultural policy and administration – the Frenc…
Accounting for Culture
Accounting for Culture
Many scholars, practitioners, and policy-makers in the cultural sector argue that Canadian cultural policy is at a crossroads: that the environment for cultural policy-making has evolved substantially and that traditional rationales for state intervention no longer apply. The concept of cultural citizenship is a relative newcomer to the cultural policy landscape, and offers a potentially compelling alternative rationale for government interventio…
From Government to Governance in the Energy Sector
Introduction (1,2) Energy has come to occupy an increasingly prominent place on the Canadian and American policy agendas. A number of salient developments, including rising energy prices, heightened concerns over energy security, energy sector deregulation and market restructuring, and growth in the intensity and scope of the energy-environment interface, have fuelled growing attention to energy in domestic and bilateral forums alike. This articl…
