New scientific ideas drive progress, yet measuring scientific novelty remains challenging. We use natural language processing to detect the origin and impact of new ideas in scientific publications. To validate our methods, we analyze No-bel Prize-winning papers, which likely pioneered impactful new ideas, and lit-erature review papers, which typically consolidate existing knowledge. We also show that novel papers have more intellectual neighbors…
Green tech race? The US Inflation Reduction Act and the EU Net Zero Industry Act
The 2022 United States Inflation Reduction Act (IRA) is a significant and welcome climate law. It also includes trade‐distortive subsidies, including local‐content requirements prohibited under World Trade Organisation rules – the first time the US has done this and a blow to the international trading system that could trigger protectionism in other countries. The expected IRA green subsidies are of similar size to those available in the European…
Bias against novelty in science
Measuring technological novelty with patent-based indicators
Top Research Productivity and Its Persistence
The paper contributes to the debate on top performance in research productivity, its persistence over time, and the impact of gender. It uses a panel data set comprising the publications of all biomedical and exact scientists at the University of Leuven in the period 1992 to 2001. We find that women have a significant lower probability of reaching top performance for the first time in their career, particularly for top performance measured throug…
Assessing the potential for knowledge-based development in the transition countries of Central and Eastern Europe, the Caucasus and Central Asia
Transition economies that formerly were within the Soviet Union’s political and economic sphere had on the eve of the crisis much lower GDPs per capita than the EU15 or the United States, despite exhibiting higher growth. In part, increasing total-factor productivity (TFP), a ‘residual’ growth factor commonly interpreted as reflecting technological progress, was behind higher growth rates. This paper zooms in on this TFP contribution to growth in…
Quelles politiques pour encourager l'innovation verte
As Anzieu said (1974, p. 195), our contemporary society would seek to evacuate the body. Repressed sexuality would henceforth be obsolete and replaced by the body. However, it would make a comeback with an urgent request for concreteness. The health crisis would confirm this observation. The author presents the position of the body in psychoanalytic theory and methodology. He will give it an epistemological status. Finally, he will illustrate his …
Technology transfer offices and commercialization of university intellectual property
The recent increase in the rate of commercialization of intellectual property at US and European universities has important performance and policy implications. We review recent studies of the antecedents and consequences of these activities and then draw some lessons learned for policy-makers. A key conclusion is that universities and regions must formulate and implement coherent and feasible technology transfer/commercialization strategies
In Search of Complementarity in Innovation Strategy
Empirical research on complementarity between organizational design decisions has traditionally focused on the question of existence of complementarity. In this paper, we take a broader approach to the issue, combining a “productivity” and an “adoption” approach, while including a search for contextual variables in the firm’s strategy that affects complementarity. Analysis of contextual variables is not only interesting per se, but also improves …

R&D Cooperation and Spillovers: Some Empirical Evidence from Belgium by Bruno Cassiman and Reinhilde Veugelers. Published in volume 92, issue 4, pages 1169-1184 of American Economic Review, September 2002
