The geography behind planning conformance
Studies of the material effectiveness of plans – or planning conformance – have been around since the early days of planning as an academic field although they became very marginal between the 1990s and the mid-2010s. This paper contributes to the recent renewed interest in the study of conformance by comparing the intentions and outcomes (9 years on) of 54 French inter-municipal strategic plans (SCoTs). In 2010, in order to strengthen these stra…

Is Local Planning Really ‘Local’? National Planning Context as a Determining Factor for Local Discourse
Local planning discourse is torn between three trends: the withdrawal of central governments from local issues, the rise of local expertise and powers, and the mobility of policies from one country to another. While these trends have an impact on local planning, their respective weight is left undiscussed. This paper analyses the textual discourse of 34 French and English local transport plans using textometry combined with the constitution of co…
When vagueness is a strategic resource for planning actors
This paper focuses on the use of vague discourse in planning. Early contributions identified vagueness as a ‘problem’ to be solved so as to avoid potential misunderstandings and conflicts. This paper adopts the complementary point of view whereby vagueness can also be a ‘resource’, that is, a strategy used by actors in adverse circumstances. A systematic analysis of the texts and illustrations of 36 urban transport plans shows that vagueness is a…
Analysing urban policy discourses using textometry
This article supplements the array of methods in urban policy discourse analysis by applying textometry to a corpus of planning documents. Textometry is a systematic computer-assisted analysis of textual data. When applied to large corpora, the method can reveal contrasts that cannot readily be detected by non-instrumented human reading. It seems promising therefore to use textometry to analyse urban planning documents which, in France as in othe…
