    The octagonal copper artefact illustrated in figure 1, dimensions 27 by 22 by 2mm and weight 8.60g = 132.7grs, bears on die obverse a shield of arms within a double octagonal border, the outer denticular, and the incomplete inner border linear; this looks like an impression from a professionally engraved seal-die, though one perhaps of a provincial goldsmith's rather than a metropolitan standard.     This essay reviews current debates in philosophical liberalism and international law concerning "collective" or group rights and argues that, under certain circumstances, they should be recognized as a means of protecting and preserving ethnic minority cultures from various actions and policies pursued by the states in which they reside.
