Divestment of Commonwealth Public Enterprises in Australia: The Cupboard Is Bare1
Public enterprises have played a major role in the national development of Australia since the early years of European settlement. More recently, especially since the 1980s, Australian governments at national and state levels, involving political parties of both the left and right, have undertaken a program of major reform of their public sectors. The relentless pace of reform has been driven by a variety of motives from pragmatic through to ideo…
For Whom the Bellwether Polls: The Electorate of Eden‐Monaro as an Indicator of Australian Electoral Trends
This article examines the concept of bellwether electorates through a case study of the federal electorate of Eden‐Monaro. Eden‐Monaro is known in Australia for its unparalleled bellwether record, that is, as an electorate whose results consistently approximate national results. The article finds that bellwether seats must have an enduring demographic partisan balance between major parties, organisational competitiveness between the parties in th…
A Fresh Look at Municipal Consolidation in Australia
This article draws from a major research project examining the impact of various forms of municipal consolidation in Australia and New Zealand. Its wide-ranging research involved studies of 15 cases of different forms of consolidation, including amalgamation, together with a series of interviews with senior practitioners from the local government sector. Data revealed little evidence of consistent economies of scale from consolidation, however bo…
Autonomy and control in three Australian Capital Territory-based integrity agencies
This article discusses the cases of three integrity agencies in one Australian jurisdiction and the means by which control is exercised and autonomy guaranteed. Integrity agencies include audit and ombudsman offices that have checking and vetting responsibilities over other parts of the administrative system. From the cases studied, it was evident that legislative arrangements were formally designed to provide considerable protections for the ope…
It's not ownership that matters: It's publicness
A key element of new public management in many jurisdictions has been the substitution of public by private sector ownership, and the replacement of public delivery and funding of services by private mechanisms. Despite these substitutions, there remains little credible evidence that ownership per se is a factor in organisational performance. Yet, many jurisdictions such as Australia have placed great faith in privatisation as a means of securing…
Autonomy and Control in Australian Agencies: Data and Preliminary Findings from a Cross‐National Empirical Study
This article is developed from data gathered through the analysis of a survey of ‘agencies’ at Commonwealth and Australian Capital Territory (ACT) levels of government, undertaken as the Australian component of a cross‐national empirical study of autonomy and control in non‐departmental public sector organisations. It presents preliminary findings from one part of what is potentially a very important enterprise in comparative research, along with…

Whole-of-Government Approaches to Outsourcing and Market Testing by the Commonwealth Government
This article traces the development of approaches to outsourcing by successive Australian governments from 1995. The analysis focuses on strategies initially adopted for the outsourcing of government information technology (IT) services and, subsequently, includes the market testing approach adopted for the outsourcing of both IT and corporate services. The framework for analysis has been based on theories of privatisation developed by Feigenbaum…
Left on the Shelf: Local Government and the Australian Constitution
When the Australian Constitution was first written, those framing it did not include specific reference to local government. The authors have examined the federation conventions, papers and formal discussions of the 1890s and noted the little prominence given to the case for including local government in the Australian Constitution. It appears that the leaders of the federation movement did not deliberately exclude local government; rather, there…
From Convergence to Divergence: Reforming Australian Local Government
The article maps local government reform in the six Australian states over the last decade. It identifies an earlier phase of reform that focused primarily on redefining the roles and relationships within local government, especially between state and local governments, principally through the reform of the state local government Acts. As state reform agendas have shifted more to focus on managerial improvement, significant differences between lo…
