When Politics Shapes Administration
This study examines the impact of administrative autonomy and the separation of roles in public policy on organizational capacity within hybrid public administration systems, particularly in Colombia. It explores the dynamics between elected officials and civil servants, focusing on how the division of responsibilities and the autonomy granted to bureaucrats influence public administration performance. The research employs a typology of bureaucra…

A patchwork quilt of public administration models without early weberianism? Public management reforms in Colombia since the 1980s
This article analyses the path and stages of public sector reforms in Colombia, their speed and frequency, the key actors, and drivers of reform since the 1980s. We collected the bills and laws that reformed the Colombian public sector and coded them according to a well-known typology of public management reforms. Until the 1980s, Colombia failed the implementation of Weberian-like reforms. After the 1990s, this country instead embraced a mixture…
Interrogating hegemonic embraces
The United States' racial history infrequently defines the representativeness of bureaucracies outside of the United States. This article explores how selective historical memories and insufficiently critical concept importations limit disciplinary understandings. We articulate how policy transfer assumptions, narrow administrative histories, methodological Whiteness, and incomplete considerations of non‐West administration alter our understandin…
The costs and benefits of duality
Colombia’s duality between the relative strength of the central government and the broad process of decentralization towards subnational and local governments has shaped the country’s response to the COVID-19 pandemic. Substantial tensions have arisen between the national and subnational governments in the handling of the crisis. Thus, blurred policy boundaries challenge multi-level government coordination. Yet, intergovernmental relations and mu…
The Transaction Costs of Government Responses to the Covid ‐19 Emergency in Latin America
The COVID‐19 pandemic has created a crisis that is challenging national and local governments to innovate in their responses to novel problems. Despite similarities to the challenges confronted in developed countries, for Latin American governments, these problems are amplified by structural obstacles such as social inequalities. These countries must respond with capacities and resources that are often limited by spoils systems and by social and …

Independent Professional Bureaucracies and Street-Level Bribery
Using cross-sectional data, studies of the relation between merit-based bureaucracies and corruption usually find that nations with more professional and politically independent bureaucracies have lower corruption. However, cross-section designs cannot test this policy claim. This study adopts a pre-test‒post-test design using lagged data comparing changes in civil service laws and implementation in eight Latin American countries from 2004 to 201…
The Shape of Corruption
We examine the shape of corruption within a country characterised by stable democracy and thriving legal and illegal markets: Colombia. We look at whether city officials solicit an extra payment when citizens seek to use public services. Using individual level data on bribe requests in 55 cities from 2004–2011, we find that the level of corruption is stable, but varies widely within Colombia. Our results suggest that corruption is stable at diffe…
