Much has been written about the rise and spread of conditional cash transfer (CCTs) programs throughout South and Central America. This literature has added a great deal to our understanding of how social policy spreads and is changing across the Global South. However, it can be improved by linking it to the ideological interests and paradigms involved in transforming the ways in which the state interacts with the social sphere occupied by CCT re…

Can I borrow this? Policy transfer from Chile to Paraguay in the wave of diffusion of Conditional Cash Transfer programs in Latin America
This article discusses the transfer process of the psychosocial support component of the Chile Solidario program to the Tekoporã program in Paraguay, which occurs within the diffusion wave of Conditional Cash Transfer programs in Latin America. Applying the process‐tracing method, we unpack the transfer mechanism in a temporal sequence of events and identify the actors involved and their motivations and capacities. The findings indicate the devel…
Comparative Transfer Analysis
With the growth of globalization, comparative policy analysis became increasingly challenging. The contemporary transnational nature of public policymaking processes, which encompasses policies, fundings, individuals, and organizations crossing borders, with its instruments and ideas, extends the logic of territorially circumscribed phenomena. Understanding these movements lies at the core of the fast-growing field of analysis: policy transfer, d…
Comparative Analysis of Policy Transfer in Latin America
Inside the wave of diffusion of Conditional Cash Transfer in Latin America is possible to observe the transfer of instruments of the programs from one country to another. The article develops a comparative analysis of Chile's psychosocial support transfer to Paraguay, Colombia, and Guatemala. The dimensions of analysis are instruments, time and policy space; the information was collected from primary and secondary sources. The findings show two p…
International development cooperation as one of the triggers for the process of public policy transfer
On the one hand, transfer is a process by which governments intentionally use ideas about how policies in other countries work to design or redesign their own public policies (Dussauge, 2012). On the other hand, cooperation is a process that recognizes the existence of an interdependence between states and the international arena. This article aims to discuss and clarify the relation between international cooperation and policy transfer. Drawing …
A Comparative Analysis of the Adoption of Conditional Cash Transfers Programs in Latin America
Since the middle of the 1990s, Conditional Cash Transfer Programs (CCTs) have spread in Latin America as a result of a policy diffusion process. This article provides a proposal for a comparative analysis of the mechanisms of diffusion, distinguishing motivations and means, which is applied in Chile and Ecuador using process tracing methodology. Outcomes reveal that the variables with greater influence in the mechanisms of diffusion were both the…
Government Appropriation of Scientific Knowledge
This article applies Kingdon's policy‐streams approach to analyze how the concept of social capital became part of the Chile Solidario program for poverty alleviation. Interviews with key actors in the program's policy‐making process provide data. The study shows that while social capital was a structural element of the program's framework, it is present only weakly during implementation, and the concept applied was closer to one of human capital…
Cómo viajan las ideas? El rol de las comunidades epistémicas en el diseño de políticas sociales en América Latina
This article seeks to contribute to the understanding of the diffusion process of Conditional Cash Transfer Programs (CCTs) in Latin America and the role of experts -reunited in an epistemic community- and International Organizations (IOs). CCTs have been increasingly implemented worldwide in the last decades and, until 2010, 17 countries have adopted them in Latin America alone. The evidence suggests that this convergence is due to a policy diff…
