The Dynamics Of Latin American Foreign Policies: Challenges For The 1980s
Refugees, Migration and Global Governance: Negotiating the Global Compacts
As debates about migrants and refugees reverberate around the world, this book offers an important first-hand account of how migration is being approached at the highest levels of international governance. Whereas refugees have long been protected by international law, migrants have been treated differently, with no international consensus definition and no one international migration system. This all changed in September 2016, when the 193 membe…
Abuse of Power: Sexual Exploitation of Refugee Women and Girls
Peace, Security, and the Movement of People
Western governments are increasingly seeing the issues of refugees and migrants in terms of national security. This article surveys the changing paradigms used to understand and respond to forced migration, including humanitarian/emergency approaches, foreign policy, human rights, development, and the emerging national security paradigm. The article explains some of the reasons for the emergence of this security paradigm and outlines the security…

The Politics of Asylum: Mexico and the Central American Refugees
The violence in Central America has displaced an unprecedented number of people in the area. While the majority of the approximately two million displaced individuals remain within their native countries, hundreds of thousands have fled to neighboring countries and to the U.S. where they create serious economic and political problems for the host governments. This article explores Mexico's policies toward the estimated 250,000 Central Americans w…
Latin American Foreign Policies: Global and Regional Dimensions
The Andean Pact and the Amazon Treaty: Reflections of Changing Latin American Relations
The pattern of Latin American regional cooperation has changed greatly during the past five years. New organizations, such as SELA (Latin American Economic System) and OLADE (Latin American Energy Organization), have been formed, while other groups, such as CACM (Central American Common Market), have become moribund. These changes in regional organizations are primarily the result of changes occurring in the developmental orientations and governm…
National political support for regional integration: The Andean Pact
Little work has been done—on either a conceptual or an empirical level—in assessing the way in which national political support operates in the context of the regional integration scheme. The purpose of this study is to describe and explain patterns of national support for one regional integration scheme, the Andean Pact. It is suggested here that foreign policy behavior toward a regional integration scheme is not a simple, unidimensional type of…
The Andean Pact: A Selected Bibliography
The creation of the Andean Pact in 1968 was accompanied by a chorus of enthusiastic official pronouncements and renewed scholarly interest in Latin American integration. In ensuing years, each new accomplishment and each new crisis in the Andean Pact has brought waves of official commentary and academic analyses
