  • Inside Lobbying on the Regulation of New Plant Breeding Techniques in the European Union

    Open Access•U Hartung•ARTICLE•Review of Policy Research•2020•Cited by: 1•References: 17

In July 2018, the Court of Justice of the European Union decided that new plant breeding techniques (NPBTs) fall within the scope of the restrictive provisions on genetically modified organisms (GMOs). Previously, various actors had lobbied in order to influence the European Union’s (EU’s) regulatory decision on NPBTs. This study examines the venue choices taken by Cibus, a biotech company that promoted NPBT deregulation. It shows that the firm b…

  • Why Parties Take Neutral Positions on Policy Issues

    U Hartung•ARTICLE•German Politics•2020•Cited by: 2•References: 35

Do political parties position themselves neutrally on policy issues for strategic reasons and, if so, why? We conceptualise neutral position-taking as strategic responses made by parties to reconcile several conflicting political objectives simultaneously and theorise why these actors should take such a position. The empirical focus lies on the Christian Democratic Union's (CDU) position-taking on the policy topic of agricultural biotechnology at…

    J Tosun, U Hartung•ARTICLE•West European Politics•2018•Cited by: 7•References: 31

The adoption of Directive 2015/412 marks a turning point in policy-making in the European Union since for the first time the legal competence for a regulatory area has been passed from the EU to the member states. The member states can now request their territory to be excluded from authorisation for genetically modified organisms (GMOs) for commercial cultivation. In the first step of the analysis, the article shows that higher levels of public …

  • Regulation vs Symbolic Policy-Making

    U Hartung, Felix Hörisch•ARTICLE•German Politics•2018•Cited by: 4•References: 32

Germany's federal states can enforce stricter regulations on genetically modified organisms (GMOs) than does the national government. Empirically, the study analyses two outcomes at the state level: the symbolic accession to the GMO-free network, in which regional units mobilise against the EU's regulatory approach, and hard GMO policies/regulations. Besides focussing on political parties and environmental interest groups, the article provides va…

  • Some remarks on the chronological position of the Predynastic settlement at Maadi (Egypt) and its relations to the Southern Levant

    U Hartung•ARTICLE•Paléorient•2013•Cited by: 1•References: 2
