In reflecting on the work of the Royal Commission on Electoral Reform and Party Financing and the literature on media and elections in Canada, the author argues that election campaigns should be viewed as exercises in communication. In order to make voting a meaningful act of political participation, voters must have access to a wide range of information, not constrained by inequalities of wealth or power.
