  • Urban retrofit in Canadian cities: The adaptive reuse of offices into housing as a dual response to housing affordability and the climate crisis

Open Access•James White, James T White et al.•ARTICLE•Planning Practice and Research•2026

Converting vacant offices into houses is gaining traction as a means of addressing housing affordability in Canadian downtowns. We argue that this adaptive reuse practice is a form of ‘urban retrofit’ with the dual potential to tackle affordability and precipitate wider climate benefits by avoiding carbon-intensive teardown and supporting the creation of mixed-use, walkable neighbourhoods in struggling downtowns. Sharing reflections from a Canada…

  • Optimizing urban density: Developer positions on densification in two mid-sized cities

Payton Nicol, Jeanne Biggar•ARTICLE•Planning Practice and Research•2025

This paper examines developer positions on urban densification in two mid-sized Canadian cities: Halifax, Nova Scotia, and Victoria, British Columbia. A mixed-methods approach was used to investigate developers’ motivations and attitudes towards densification in both cities. The findings indicate that under zoned land, high regulation, and insufficient incentives impede the transition towards higher-density development. The paper suggests that re…

  • Revisiting small and mid‐sized cities in Canada: Old questions, new challenges

    Open Access•Thi-Thanh-Hien Pham, Thi‐Thanh‐Hiên Pham et al.•ARTICLE•Canadian Geographies /…•2024•Cited by: 1•References: 23

MATTER MORE THAN EVERSmall and mid-sized cities (SMCs) are increasingly where people in Canada "live, work, and play" (Statistics Canada, 2022, 2023).In 2021, for example, eight of the top ten fastest growing Canadian census metropolitan areas were mid-sized cities-including Kelowna, Halifax, Guelph, and Moncton (Statistics Canada, 2021).There is a growing recognition that SMCs serve as repositories of innovation in urban theory and policy, offer…

  • Balancing equity-based goals with market-driven forces in land development: The case of density bonusing in Toronto

    Open Access•Jeanne Biggar, Abigail Friendly•ARTICLE•Environment and Planning A…•2023•Cited by: 7•References: 49

This article explores the connections between planning and land rent through a case study of density bonusing in Toronto, known as 'Section 37' - a form of land value capture. Density bonusing facilitates speculative bidding on future rents by private developers seeking 'highest and best' land uses - or efficient land uses - yet has implications related to equity when the unearned increment is extracted to recover value and invest in public goods…

  • Approaching Negotiations in Urban Redevelopment Projects: A Multiple Case Analysis of Stakeholder Involvement in Community Benefit Agreements

    Jeanne Biggar•ARTICLE•Planning Theory & Practice•2021

This paper explores planning negotiations in neighbourhood-level urban redevelopment. Rapidly densifying cities routinely approve development projects that exceed zoning permissions, conditional on negotiations with developers for affordable housing and park space, among other public benefits. This paper provides a case analysis on negotiations in multi-actor urban redevelopment projects involving density bonusing in Toronto, Canada. Local actors…

  • Tracing Discretion in Planning and Land-Use Outcomes: Perspectives from Toronto, Canada

    Open Access•Jeanne Biggar, Matti Siemiatycki•ARTICLE•Journal of Planning Education and…•2020•Cited by: 5•References: 6

Discretionary planning supports the provision of public benefits when changes in zoning create additional value on private development sites. This paper draws on two case studies in Toronto, exploring how discretion shapes the broader political and planning policy context in which public benefits are secured from private development. The cases show that even within the same city planning department, variations exist in the application of discreti…

  • Embedding Artists within Planning: Calgary’s Watershed+ Initiative

Jason F Kovacs, Jeanne Biggar et al.•ARTICLE•Planning Practice and Research•2018

Since 2011, artists have been embedded within Calgary’s Utilities and Environmental Protection department as part of the public art program Watershed+. In particular, artists are given workspaces alongside municipal staff to encourage interaction and new ideas. Watershed+ has led to innovative examples of public art that are meant to provoke thought about the local environment. Through interviews with artists and municipal staff engaged in the pr…

  • Religiosity, Education, and Ethnic Distance

John D Photiadis, Jeanne C Biggar et al.•ARTICLE•American Journal of Sociology•1962•Cited by: 2

Two sets of hypotheses are tested. The first deals with the relationship of religiosity and education to ethnic distance, when personality variables are controlled. It is found that orthodoxy and extrinsic belief are not related to ethnic distance; church participation and formal education are negatively related. The second set of hypotheses examines individual influence of each personality variable on ethnic distance when the remaining variables…
