Planning for the Almere new town in the Netherlands started in 1971. The first inhabitants arrived in 1976. There were some 120,000 inhabitants by 1996. It was built near Amsterdam on a new polder (land reclaimed from the sea). Recreation and tourism, along with all other forms of land‐use planning, started from point zero ‐ on an uninhabited, flat mudplain.
