Gender mainstreaming in the European Union
The European Union (EU) was an influential voice in advocating the adoption of gender mainstreaming by the 4th United Nations World Conference on Women in Beijing in 1995. Since then gender mainstreaming has become a central policy plank of gender justice globally, but progress has been variable and modest. This paper examines the unfolding of gender mainstreaming in the EU, which was one of the early adopters as reflected by its commitment to ge…
Abortion and Citizenship Rights in a Devolved Region of the UK
The 1998 Belfast Agreement seemed to promise women in Northern Ireland equality. This article examines the extent to which that promise has been met by exploring abortion rights in the region. It situates abortion within a citizens’ rights framework. The article explores the interconnectedness of civil, political and social rights and the implications of an inability to vindicate any aspect of those rights
Liberalism, Citizenship and the Welfare State
This chapter is based on the argument that aspects of liberalism have influenced the development of the welfare state irrespective of regime categorization. The negative influence of neo-liberalism in restructuring welfare states since the 1980s has been widely identified and is discussed in this paper where it is situated within the context of a discussion of the key tenets of liberalism that still have, a sometimes positive, sometimes negative …

Employment-anchored social policy, gender equality and the open method of policy coordination in the European union
This paper focuses on the development of an employment anchored social policy framework within the European Union and explores how changing governance structures within the EU may influence national policy in this area. National Action Plans on Employment and Social Inclusion are the key pillars of the EU employment anchored social policy framework. The associated open method of policy coordination (OMC) is the process through which these plans a…
Policy coordination, social indicators and the social-policy agenda in the European Union
This paper traces the development of the European Social Model from the recognition of the right to equal pay for men and women in the Treaty of Rome to agreement of a Social Policy Agenda in 2000 and the adoption of an open method of coordination (OMC) in employment (1997), social inclusion (2000) and pensions (2002). The associated framework of social indicators is considered in terms of the measurement of poverty and social exclusion on a mult…
Gender, Citizenship and Welfare State Regimes
Exploring eurovisions
The European Union embodies a new tier of governance at the European level and one that increasingly impacts upon many issues of contemporary public policy. Yet are people aware, can they identify with the EU and its activities? Do they know why and which policy areas are regulated at the European level, how decisions are made in Brussels, or do they simply feel alienated from the EU? The links between the individual citizen and the EU integratio…
Welfare state development in the context of European integration and economic convergence
English Convergence towards the European Community average on key economic dimensions was the dominant objective of Ireland’s entry into the Community in 1973 and is now central to the admission aspirations of the applicant countries. This article outlines key aspects of Ireland’s economic convergence and the associated policy choices. It examines whether its welfare state is converging towards the European Union average in expenditure and select…
Gender and the Welfare State
States, Markets, Families
States, Markets, Families
The 1990s have seen dramatic restructuring of state social provision in the US, the UK, Canada and Australia. This has occurred largely because of the rise of market liberalism, which challenges the role of the state. This important book examines the impact of changes in social policy regimes on gender roles and relations. Structured thematically and systematically comparative, it analyses three key policy areas: labor markets, income maintenance…

Gender, Class, and Citizenship in the Comparative Analysis of Welfare State Regimes
This paper focuses on theoretical and methodological issues associated with the incorporation of gender into the comparative analysis of welfare states. The impetus for this project arises from a number of concerns related to welfare state research: First, there is an absence of gender analysis in almost all comparative research while most studies that focus on gender are not comparative. Second, while change in the principle of distribution from…

Generating Equality in the Welfare State
Definition and Measurement of Welfare Effort and Its Correlates in Cross-National Analysis
Pampel and Stryker's criticism of the O'Connor and Brym article (1988) is misdirected since the objective of that article was the identification of reasons for inconsistent findings on the determinants of welfare effort. Consequently, we focused on identifying the differences between previously established models, which had reached contrary conclusions on the determinants of welfare effort. We outlined the key arguments of two diametrically diffe…
Developmental changes in the time-dependent nature of memory retrieval
Six-month-old infants trained in an operant conditioning procedure were allowed to forget the contingency and were presented with a reminder in a memory-reactivation paradigm. The time course of memory retrieval after the reminder, the relation between the forgetting functions of the newly acquired and the reactivated memory, and the potential contribution of the context to retention after long delays were investigated
Welfare expenditure and policy orientation in Canada in comparative perspective
Convergence or divergence
This paper examines changes in welfare effort from 1960 to 1980 and two intervening periods. Analysis of data on 17 OECD countries indicates that there is increasing divergence in welfare effort, as reflected in expenditure and policy orientation, although this statement masks important nuances relating to measures of welfare effort and time periods. The findings illustrate the importance of considering the elements of welfare effort. The pattern…
Public Welfare Expenditure in OECD Countries
In this paper some of the reasons for inconsistent findings on the determinants of welfare expenditure and outcome in the advanced capitalist countries are examined. Particular attention is paid to the work of Harold Wilensky and John Stephens on the grounds that their research illustrates some key methodological and theoretical differences in this field. Several problems of conceptualization and measurement in their work are identified. Hypothes…
