Work at Sea – Precarious Despite Regulation
The article examines the question of why, despite a Maritime Labor Convention signed by almost all flag states and improved enforcement through regional port state control agreements, poor working conditions persist in the cargo shipping industry. To answer this question, this text analyzes the gaps in maritime labor law and its enforcement, the power resources of seafarers, and above all the market power of shipping lines. The concentration of c…
The Selective Return of Labor Casualization in Western European Ports
This study examines the impact of demands for labor flexibility on the peculiar post-World War II labor regimes in the ports of Antwerp and Hamburg. These labor regimes included the formation of monopolistic pools of unionized dockworkers, which guaranteed companies a steady supply of experienced personnel and an elementary form of job security for registered workers. The study argues that dockworkers were able to more or less defend the pool sys…
Smallholder Challenges of Social and Economic Upgrading in Agricultural Value Chains: A Cross-country, Cross-crop Comparison
This study is based on field research conducted by an international team of researchers investigating the opportunities for social upgrading of smallholder farm owners and tenants and their workers in the Global South. The main objective has been to assess the influence of crop characteristics, end markets, and value chain governance (including product and process standards), as well as national political, economic, and cultural contexts, on the …
Biden’s Foreign Economic Policy: Crossbreed of Obama and Trump
After overcoming its Maoist phase, the People's Republic of China became the extended workbench of the United States' corporations. In the last decade, the formulation of a clever industrial and technology policy, a strategy aimed at maximum national sovereignty, and a population more than three times greater than that of the US, have helped China to become the decisive challenger to US economic supremacy

Smallholders and Farmworkers in Agricultural Value Chains: No Upgrading Without Collective Action and State Support
This article presents findings from field studies of smallholders and farmworkers producing coffee, mangoes, and rice in several countries in the global South. It is one of the few comparative studies of the constraints and opportunities for social upgrading in global agricultural value chains ( gvc s). We argue that the ease with which new suppliers can be found gives highly concentrated global wholesalers and retailers enormous leverage over sm…
The "Nested" Power of TNCs: Smallholders' Biggest Challenge
The plight of smallholder farmers vis-à-vis their highly concentrated input providers and distributors is well known. This article highlights the embeddedness of dyadic power relations within broader economic, political, and social institutions governing the relations between transnational corporations (TNCs) and smallholders. It provides a Gramscian gaze into the deep roots of TNCs in the neoliberal historic bloc and argues that challenging the …
Novel Labour-related Clauses in a Trade Agreement: From Nafta to USMCA
The renegotiated North American Free Trade Agreement (NAFTA), now called the United States–Mexico–Canada Agreement (USMCA), contains two interesting innovations: the requirement of aminimum average wage in the manufacturing of motor vehicles (the Labour Value Content clause)and a detailed prescription for the reform of Mexican labour law. Both could serve as models forfuture labour chapters in trade agreements. The assessment contained in this ar…
Collective Action as a Prerequisite for Economic and Social Upgrading in Agricultural Production Networks
This article highlights the importance of collective action and the role of the state in upgrading the social and economic conditions of farmworkers and smallholders. It is argued that economic upgrading does not automatically translate into social upgrading for workers and small producers and explores the conditions conducive to social upgrading. The asymmetric power relations among actors in the agricultural value chain erect barriers that hind…
The Disrupted Passage from an Agrarian Rural to an Industrial Urban Workforce in Most Countries in the Global South
In many late industrializing countries, most of those who leave agriculture do not find gainful employment. In fact, many of the late industrializers are prematurely de-industrializing. Explanations for the lack of absorption capacity of industries and productive services range from overregulated labour markets to globalization. On the basis of a comparison between the conditions prevalent among the early industrializers and present-day latecomer…
Neoliberalism’s resilience: A matter of class
Vivien Schmidt and Mark Thatcher raise a very important question not just for progressive activists but also for political scientists. In the midst of the financial crisis of 2007/08, many commenta
Hegemonietheoretische Zugänge zum Finanzwesen: Neogramscianismus und Poststrukturalismus
Reproducing hegemony: US finance capital and the 2008 crisis
The financial crisis of 2008 offers an ideal ‘critical moment’ to investigate the reproduction of hegemony. In contrast to the widely held belief that a crisis undermines the legitimacy, and thus the hegemony, of a particular group, this article shows how, before the current crisis, finance capital gained in strength through a series of financial crises, to the point where it had become hegemonic in a Gramscian sense. Using a rigorous conceptuali…

Gats: Long-term strategy for the commodification of education
The General Agreement on Trade in Services (GATS) covers also the cross-border provision of education. Currently negotiations are underway to expand the scope of the liberalization commitments in GATS. The article describes the strategies that allowed education to be seen as a tradable commodity. It analyzes the specific role of GATS procedures and of the already existent GATS commitments in the process of the commodification of education. It ass…
Depleted Uranium and the 'Liberation' of Iraq: A Report from Hiroshima
On 2 March 2003 some 6,000 people from Hiroshima gathered on an empty space one kilometer from ground zero, where the first nuclear weapon killed hundreds of thousands and devastated the city, to form a message with their bodies, which read from the sky as NO WAR, NO DU!Our warning was against war and the use of nuclear weapons by USA-UK forces. Our fear was based on the fact that the US has used illegal nuclear munitions and weapons containing D…
Race, Multiculturalism, and Labour Organizing in the United States: Lessons for Europe
THE NEO-LIBERAL ASSAULT on labour unions, the introduction of new schemes of capitalist work organization, and the expansion of low-wage manufacturing and service industries, have probably been nowhere more pervasive than in the United States of America. Massive immigration, the subsequent ethnic re-composition of the working class, and the emergence of new patterns of racial discrimination and segmentation are forming an essential part of what b…

Protecting Labor in the Global Economy: A Social Clause in Trade Agreements
The globalization of markets is calling national employment and social legislation increasingly into question, so that not only the international trade union organizations but also the Clinton Administration are calling for workers’ rights to be embodied in trade agreements. This paper deals with both the fundamental question of whether international labor standards serve a useful purpose and the more specific question of whether trade agreements…

Eine diskursanalytische Kritik der Regulationstheorie
The article confronts the Marxist variant of the French regulation theory and two recent, conflicting attempts to clarify the role of agency and of the state within the regulation approach, one that upholds claims to objectivity and one that stresses contingency, with the central theoretical insights of Laclau's and Mouffe's discourse analysis. lt argues that if the concept of mutual subversion between the contingent and the necessary is applied …

Seeking a Way out of Fordism: The US Steel and Auto Industries
Abandoning a macroeconomic survey for a mesosectoral analysis the author seeks an empirically based, but also historical and theoretical, answer to the important question of what sort of restructuring the US economy is undergoing: 'Casino Capitalist' asset stripping or the introduction of 'New Production Paradigms
The Committment to a Liberal World Market Order as a Hegemonic Practice: The Case of the USA
The ability of a nation to exert hegemony in world markets rests on the hegemony of a group of internationalists within that nation. In the USA, the hegemony of the internationalists was based on their control of the most productive segments of the economy, on the trade surpluses of the early post-war years, on their ability to secure raw materials from abroad, on the belieft that the Great Depression had been deepened by protectionism, and on an…
