Systematic Review and Meta-Analysis to Estimate the Burden of Non-Fatal and Fatal Overdose Among People Who Inject Drugs Living in the United States and Comparator Countries: 2010 – 2023
BACKGROUND: People who inject drugs (PWID) have high risk for overdose, but there are no current estimates of overdose rates in this population. We aimed to estimate rates of non-fatal and fatal overdose among PWID living in the United States (US) and comparator countries (Canada, Mexico, United Kingdom, Australia), and ratios of non-fatal to fatal overdose rates, using literature published 01/01/2010 - 09/29/2023. METHODS: PubMed, PsycINFO, Emba…
Comparison of Covid-19 home-testers vs. laboratory-testers in New York State (excluding New York City), November 2021 to April 2022
Background: Though the use of coronavirus disease 2019 (COVID-19) home testing kits is increasing, individuals who use home tests are not accounted for in publicly reported COVID-19 metrics. As the pandemic and the methods for tracking cases evolve, it is critical to understand who the individuals excluded are, due to their use of home testing kits, relative to those included in the reported metrics. Methods: Five New York State databases were li…
From declining PrEP to PrEP initiation as “first nature” – what changes PrEP initiation decisions among young, Black MSM
Young Black men who have sex with men (YBMSM) bear a disproportionate burden of HIV, and HIV pre-exposure prophylaxis (PrEP) uptake has been slow. Decisions regarding PrEP initiation change in different life contexts over time. Our YBMSM cohort study found about 1/3 of those who initially declined PrEP subsequently changed and initiated PrEP care. This study explores the process of their PrEP decision changes. The study interviewed participants w…
A stakeholder-driven framework for measuring potential change in the health risks of people who inject drugs (PWID) during the Covid-19 pandemic
This measurement framework is intended to increase the quality and timeliness of research on the impacts of COVID-19 in the context of the current pandemic and future crises. Next steps include a ranking process to narrow the drivers of change in health risks to a concise set of indicators that adequately represent framework components, can be written as measurable indicators, and are quantifiable using existing data sources, as well as a publicl…

Financial Missionaries to the World: The Politics and Culture of Dollar Diplomacy, 1900–1930
Winner of the Society for Historians of American Foreign Relations Robert H. Ferrell Book PrizeFinancial Missionaries to the World establishes the broad scope and significance of "dollar diplomacy"-the use of international lending and advising-to early-twentieth-century U.S. foreign policy. Combining diplomatic, economic, and cultural history, the distinguished historian Emily S. Rosenberg shows how private bank loans were extended to leverage th…

Data-Driven Goals for Curbing the U.S. HIV Epidemic by 2030
Patterns of Racial/Ethnic Disparities and Prevalence in HIV and Syphilis Diagnoses Among Men Who Have Sex With Men, 2016: A Novel Data Visualization
Objectives. To describe disparities in HIV infection and syphilis among gay, bisexual, and other men who have sex with men (MSM) in US states through ratio-based measures and graphical depictions of disparities. Methods. We used state-level surveillance data of reported HIV and syphilis cases in 2015 and 2016, and estimates of MSM population sizes to estimate HIV and syphilis prevalence by race/ethnicity and rate ratios (RRs) and to visually disp…
Potential Impact of HIV Preexposure Prophylaxis Among Black and White Adolescent Sexual Minority Males
Objectives. To assess the potential impact of preexposure prophylaxis (PrEP) on the HIV epidemic among Black and White adolescent sexual minority males (ASMM). Methods. We used a network model and race-specific data from recent trials to simulate HIV transmission among a population of Black and White 13- to 18-year-old ASMM over 20 years. We estimated the number of infections prevented (impact) and the number needed to treat to prevent an infecti…

Applying a PrEP Continuum of Care for Men Who Have Sex With Men in Atlanta, Georgia
Reductions in human immunodeficiency virus (HIV) incidence with pre-exposure prophylaxis (PrEP) for men who have sex with men (MSM) will require significant coverage of those at risk. We propose a simplified framework, similar to the HIV care continuum, to achieve protection with PrEP as follows: 1. At-risk MSM; 2. Awareness of and willingness to take PrEP; 3. Access to healthcare; 4. Receiving a prescription; and 5. Adhering to effective PrEP. W…
Human Immunodeficiency Virus Transmission at Each Step of the Care Continuum in the United States
IMPORTANCE: Human immunodeficiency virus (HIV) transmission risk is primarily dependent on behavior (sexual and injection drug use) and HIV viral load. National goals emphasize maximizing coverage along the HIV care continuum, but the effect on HIV prevention is unknown. OBJECTIVES: To estimate the rate and number of HIV transmissions attributable to persons at each of the following 5 HIV care continuum steps: HIV infected but undiagnosed, HIV di…
Understanding Racial HIV/STI Disparities in Black and White Men Who Have Sex with Men: A Multilevel Approach
BACKGROUND: The reasons for black/white disparities in HIV epidemics among men who have sex with men have puzzled researchers for decades. Understanding reasons for these disparities requires looking beyond individual-level behavioral risk to a more comprehensive framework. METHODS AND FINDINGS: From July 2010-December 2012, 803 men (454 black, 349 white) were recruited through venue-based and online sampling; consenting men were provided HIV and…
Excess Burden of Depression among HIV-Infected Persons Receiving Medical Care in the United States: Data from the Medical Monitoring Project and the Behavioral Risk Factor Surveillance System
BACKGROUND: With increased life expectancy for HIV-infected persons, there is concern regarding comorbid depression because of its common occurrence and association with behaviors that may facilitate HIV transmission. Our objectives were to estimate the prevalence of current depression among HIV-infected persons receiving care and assess the burden of major depression, relative to that in the general population. METHODS AND FINDINGS: We used data…
Dawn of the Almighty Dollar
A new book by Adam Tooze boldly seeks to revise the history of World War I and the interwar era. His focus on the rise of American financial power is apt, but overlooks the role of US politics
Body and Nation: The Global Realm of U.S. Body Politics in the Twentieth Century
Body and Nation interrogates the connections among the body, the nation, and the world in twentieth-century U.S. history. The idea that bodies and bodily characteristics are heavily freighted with values that are often linked to political and social spheres remains underdeveloped in the histories of America's relations with the rest of the world. Attentive to diverse state and nonstate actors, the contributors provide historically grounded insigh…
Connecting Race and Place: A County-Level Analysis of White, Black, and Hispanic HIV Prevalence, Poverty, and Level of Urbanization
Objectives. We evaluated the role of poverty in racial/ethnic disparities in HIV prevalence across levels of urbanization. Methods. Using national HIV surveillance data from the year 2009, we constructed negative binomial models, stratified by urbanization, with an outcome of race-specific, county-level HIV prevalence rates and covariates of race/ethnicity, poverty, and other publicly available data. We estimated model-based Black–White and Hispa…

Haunted by Empire: Geographies of Intimacy in North American History
A milestone in U.S. historiography, Haunted by Empire brings postcolonial critiques to bear on North American history and draws on that history to question the analytic conventions of postcolonial studies. The contributors to this innovative collection examine the critical role of "domains of the intimate" in the consolidation of colonial power. They demonstrate how the categories of difference underlying colonialism-the distinctions advanced as …
Communication and Empire: Media, Markets, and Globalization, 1860–1930
Filling in a key chapter in communications history, Dwayne R. Winseck and Robert M. Pike offer an in-depth examination of the rise of the global media between 1860 and 1930. They analyze the connections between the development of a global communication infrastructure, the creation of national telegraph and wireless systems, and news agencies and the content they provided. Conventional histories suggest that the growth of global communications cor…
From Silver to Cocaine: Latin American Commodity Chains and the Building of the World Economy, 1500–2000
latin america has been actively engaged in global trade since a Genoese sailor with Portuguese cartographic and navigational skills and experience sailing to Africa on Spanish ships partially financed by Italian bankers reached what would be known as the ''New World.'' A German named the new continent America, after a Florentine who wrote in Latin. Although today many observers of the world economy are fascinated by a package of transformations k…

Foundations of United States International Financial Power: Gold Standard Diplomacy, 1900–1905
From 1900 to 1905 the United States government, working with a small group within the emerging profession of economics, developed—for the first time—a financial policy toward foreign dependent areas. The policy devised and carried out by this first generation of experts in foreign currency reform—who included Charles Conant, Jeremiah Jenks, and Edwin Kemmerer—sought to bring nations onto a gold-exchange standard, with their gold funds deposited i…
Foreign in a Domestic Sense: Puerto Rico, American Expansion, and the Constitution
In this groundbreaking study of American imperialism, leading legal scholars address the problem of the U.S. territories. Foreign in a Domestic Sense will redefine the boundaries of constitutional scholarship. More than four million U.S. citizens currently live in five “unincorporated” U.S. territories. The inhabitants of these vestiges of an American empire are denied full representation in Congress and cannot vote in presidential elections. Foc…

World War I and “Continental Solidarity”
Students of the hemispheric system have generally neglected the era of World War I, probably because no major inter-American conferences were held between 1910 and 1923. Yet the disparate reactions to the European conflict represented a crisis of “continental solidarity”; World War I gave rise to a potentially important challenge to United States leadership and helped shape future patterns of hemispheric relations. The war called forth two rival …
Economic Pressures in Anglo-American Diplomacy in Mexico, 1917-1918
During the years 1917-1918 Mexico stood at the crossroads between revolutionary nationalism and foreign control. Nevertheless, much of the diplomacy of this wartime period and the variety of foreign threats to the regime of Venustiano Carranza remain obscure. Only very recently have scholars (Glaser, 1971; Machado and Judge, 1971; Trow, 1971; Tulchin, 1971; Smith, 1972; Meyer, 1968) realized the extent of the American movement for armed intervent…

Anglo-American Economic Rivalry in Brazil During World War I
Early in 1917 an official in the British Foreign Office remarked that Britain's economic predominance in Brazil was secure. “Brazil,” he predicted, “will always need the London market for the flotation of her loans and trade will necessarily follow.”1 Such confidence rested upon a history of British preeminence that stretched back into the colonial period when British lenders and traders penetrated the veneer of Portuguese imperial control and en…
Mexican Oil and United States Policy
It is hardly surprising that, as the Shah of Iran settles into exile, President Carter is taking Spanish lessons. A recent policy paper (Presidential Review Memorandum 41, December 1978) begins with the assertion that oil-rich Mexico is becoming "an economic power of strategic value to the United States" and stresses the importance of maintaining "a stable, humane, and cooperative Mexico."l Although some analysts calculate that Mexico's reputedly…

"The Empire" Strikes Back
Walking the Borders
American diplomatic historians, according to Christopher Thorne's “mildly provocative” essay in Diplomatic History, need to broaden their perspectives and frame better analytical questions. Thorne particularly criticizes studies of the “America and” genre, proposing that his U.S. readers drop their blinders and begin doing “international history.”1 Thorne's suggestions, some of which receive more thorough elaboration in his book Border Crossings,…

Commentary: The Cold War and the Discourse of National Security
Asserting that historians have "struggled long and hard to forge a synthesis" on the Cold War era, Howard Jones and Randall B. Woods propose a "dominant approach based on the national security imperative." They define national security to include social, economic, political, military, and cultural elements, both rational and irrational, that affect a country's safety. A synthesis based on the national security imperative, they believe, transcends…
