The Growth of Manufacturing Industry in Tanzania
Tracing the evolution of the Tanzanian manufacturing industry since the beginning of colonial rule, this book focuses on the period since independence and especially on the effects of socialist policies resulting from the 1967 Arusha Declaration. Dr. Silver develops volume indices of production for Tanzanian industry as a whole and for individual sectors. He also examines in detail changes in labor productivity, earnings, unit labor costs, invest…
The Difference Between Hedonic Imputation Indexes and Time Dummy Hedonic Indexes
Statistical offices try to match item models when measuring inflation between two periods. However, for product areas with a high turnover of differentiated models, the use of hedonic indexes is more appropriate, because these include the prices and quantities of unmatched new and old models. The two main approaches to hedonic indexes are hedonic imputation (HI) indexes and dummy time hedonic (DTH) indexes. This study provides a formal analysis o…
A Failure in the Measurement of Inflation
Statistical offices use the matched-model method to compile consumer price indexes to measure inflation. In markets where models turn over rapidly, the matched sample may, by the end of a year, be quite unrepresentative of what is and what was bought. An analytical model is derived to show how bias in a matched-model index arises and extended to shed further light on the influential Aizcorbe, Corrado, and Doms methodology. The empirical work on t…
Estimating Quality‐adjusted Price Changes
This paper uses scanner data to generate estimates of quality‐adjusted price changes for video‐recorders. We use hedonic regressions to derive estimates of the changing worth of each quality component. These are then applied to weighted changes in the mix of quality attributes of products to derive estimates of quality‐adjusted price (QAP) changes. The data source used is electronic‐point‐of‐sale (EPOS) scanner data that are available for a wide …
Intercountry Differences in the Relationship between Relative Price Variability and Average Prices
This paper provides new evidence on the relationship between relative price variability and inflation. The model uses a consistently defined data set for nine European countries. It benefits from the inclusion and testing of the effects of macroeconomic variables and the incorporation into the measures of inflation and dispersion adjustments for timeliness, appropriate formulas, and proximity. The general findings of an effect on relative price v…
Scanner Data and the Measurement of Inflation
This paper outlines the potential use of bar-code scanner data from retailers for the measurement of inflation. The source benefits from its extensive coverage in providing data on prices, quantities and values of transactions of each model of a good sold. Relative weights can thus be ascribed to price changes in both base and current months at a highly detailed level which allows us to estimate substitution bias. Methods of adjusting for quality…

New products and the index of industrial production
The paper discusses the treatment of new products (industries) in the compilation of the index of industrial production. It shows that their contribution is either completely ignored or only haphazardly taken into account. This often produces a serious downward bias in the index. The problem is particularly important where major new industries are often introduced. A new method is proposed and its implementation discussed. Empirical results for T…
